The Bill, as passed by Lok Sabha, was laid on the Table of Rajya Sabha on 07.05.2015. The Minister had not commenced her speech while moving the motion for consideration of the Bill, as passed by Lok Sabha on 22.07.2015

 

To bring comprehensive amendment  in the Juvenile Justice Act to address certain issues including simplifying process for adoption, giving statutory status to Central Adoption Resource Authority, special provision to tackle heinous offences committed by children above the age of 16 years and bringing role clarity in the functioning of Child Welfare Committees, Juvenile Justice Boards, etc.

Further to amend the Prevention of Corruption Act, 1988 to provide for an express provision to cover supply side of bribery for clear and unambiguous definition of the term ‘corruption’, make changes in provision relating to protection from frivolous and vexatious prosecution including laying down clear criteria and procedure and to ensure  more effective compliance of the United Nations Convention Against Corruption.

To amend the Whistle Blowers Protection Act, 2011 to safeguard against disclosure, pre-judicially affecting sovereignty and integrity of the country, security of the State, etc.

The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015

The Bill, as passed by Lok Sabha, was laid on the Table of Rajya Sabha on 05.08.2015.

 

To provide greater deal of Justice to the Members of Scheduled Castes and Scheduled Tribes and also to provide enhanced deterrent to the offenders.

To replace The Negotiable Instruments (Amendment) Second Ordinance, 2015 (No. 7 of 2015) promulgated on 22.09.2015

To reduce the pendency of the cheque bouncing cases pending under section 138 of the Negotiable Instruments Act, 1881 and to provide for a place of jurisdiction, which is fair to both the parties

The Real Estate (Regulation and Development) Bill, 2013

Introduced on 14.08.2013

 

On a motion being moved by the Minister and adopted in Rajya Sabha, the Bill was referred to a Select Committee of Rajya Sabha on 06.05.2015 and its Report was presented on 30.07.2015.

 

To establish the Real Estate Regulatory Authority for regulation and promotion of the real estate sector and to ensure sale of plot, apartment or building, as the case may be, in an efficient and transparent manner and to protect the interest of consumers in the housing sector and establish the Appellate Tribunal to hear appeals from the decisions, directions  or orders of the Authority and for matters connected therewith or incidental thereto.

To provide for the constitution of Commercial Courts, Commercial Division and Commercial Appellate Division in the High Courts for adjudicating commercial disputes and for matters connected therewith or incidental thereto.

The Report of the Department related Standing Committee on Industry presented on 05.08.2015.

 

The Bill seeks :

(i) To enhance the existing limit for investment in plant and machinery considering changes in price index and cost of inputs consistent with the emerging role of MSMEs in various Global value Chains;

(ii) To include Medium Enterprises apart from small enterprises in section 7(9) to enable the aforesaid category of enterprises to avail the benefit and become competitive; and

(iii) To empower the Central Government to revise the existing limit for investment, in notification, considering the inflation and dynamic market situation.
