The  Coal Mines (Special Provisions) Bill, 2014

The Bill, as passed by Lok Sabha was laid on the Table of Rajya Sabha on 15.12.2014.

 

To provide for allocation of coal and vesting of the right, title and interest in and over the land and mine infrastructure together with mining leases to successful bidders and allottees with a view to ensure continuity in coal mining operations and production of coal, and for promoting optimum utilization of coal resources consistent with the requirement of the country in national interest and for matters connected therewith or incidental thereto.

The Public Premises (Eviction of Unauthorised Occupants) Amendment Bill, 2014

The Bill, as passed by Lok Sabha was laid on the Table of Rajya Sabha on 16.12.2014.

 

To provide the premises of Delhi Metro Rail Corporation and other Metro Rails, New Delhi Municipal Council and Municipal Corporations of Delhi to fall within the definition of the public premises and to allow eviction of unauthorized occupants of their premises by resorting to the provisions of Public Premises (Eviction of Unauthorized Occupants) Act, 1971.

The Companies (Amendment) Bill, 2014

The Bill, as passed by Lok Sabha, was laid on the Table of the Rajya Sabha on 18.12.2014.

 

To remove certain difficulties in compliances of provisions of the Act and to facilitate ease of doing business.

The Motor Vehicles (Amendment) Bill, 2014

The Bill, as passed by Lok Sabha, was laid on the Table of the Rajya Sabha on 19.12.2014.

 

To facilitate plying of E-rickshaws and E-carts and bring them within the purview of Motor Vehicles Act, 1988 and to prescribe for manner in which, and conditions subject to which, driving licenses to drive E-rickshaws or E-cart shall be issued.

The Regional Rural Banks (Amendment) Bill, 2014

The Bill, as passed by Lok Sabha, was laid on the Table of the Rajya Sabha on 23.12.2014.

To strengthen RRBs with

(i)                   widened area of operation to more than one State

The report of the Department–related Standing Committee on Finance was laid on the Table of Rajya Sabha on 13.12.2011. Later, the Bill was referred to a Select Committee of the Rajya Sabha on 14.08.2014 and the Committee presented its report on 10.12.2014.

 

To amend the Insurance Act, 1938, General Insurance Business (Nationalization) Act, 1972 and Insurance Regulatory and Development Authority Act, 1999.

2.        

The Payment and Settlement Systems (Amendment) Bill, 2014

The Bill, as passed by Lok Sabha was referred to a Select Committee of Rajya Sabha on 23.12.2014.

 

To provide for netting and settlement finality in the event of insolvency, liquidation or resolution of the Central Counterparty (CCP) itself; to protect the customers’ interest in the event of insolvency or bankruptcy of prepaid instruments (PPIs) operators/issuers; and to provide a legal framework to deal with new developments, such as, Trade Repositors (TRs) and Legal Entity Identification system (LEIS) as well as plug the gaps relating to netting and protection of customers’ interest in respect of “escrowed” balance of PPI issuers.

May be taken up for consideration and passing in case the Report of the Select Committee is presented to the Rajya Sabha.

To provide for an express provision to cover supply side of bribery for clear and unambiguous definition of the term ‘corruption’ make changes in provision relating to protection from frivolous and vexatious prosecution including laying down clear criteria and procedure therefore and to ensure         more effective compliance of the United Nations Convention against corruption.

The Constitution (Scheduled Castes) Orders (Amendment) Bill, 2014

The report of the Department related Standing Committee on Social Justice and Empowerment laid on the Table of Rajya Sabha on 19.12.2014

 

To modify the lists of scheduled castes in respect of 3 States viz. Haryana, Karnataka, Odisha and also to amend the Constitution (Dadra and Nagar Haveli) Scheduled Castes Order, 1962.

The Lokpal and Lokayuktas and Other Related law (Amendment) Bill, 2014

Introduced on 18.12.14.

On 22 December, 2014 after the Minister of Personnel, Public Grievances and Pensions moved the motion for consideration of the Bill and a few members have spoken, Minister of Parliamentary Affairs informed that there was a demand for referring the Bill to Standing Committee and that the Government had no objection if the Bill was referred to Standing Committee. Further discussion on Bill was, therefore, deferred. The Bill was referred to the Standing Committee on Personnel, Public Grievances and Law and Justice on 30.12.2014.

To amend the Lokpal and Lokayuktas Act, 2013 and further to amend the Delhi Special Police Establishment Act, 1946.

May be taken up for further consideration and passing in case the Report of the Standing Committee on the Bill is presented to the Rajya Sabha.

The Citizenship (Amendment) Bill, 2015.

 

To replace the Citizenship (Amendment) Ordinance, 2015 (No.1 of 2015) promulgated on 06.01.2015.

 

To amend the Citizenship Act, 1955 and facilitate the acquisition of Indian Citizenship, to re-designate the nomenclature ”overseas citizen of India”, to enable for registration as overseas citizen of India cardholders by a grandchild, to enable acquisition of overseas citizenship of India, etc.

The Motor Vehicles (Amendment) Bill, 2015

 

To replace the Motor Vehicles (Amendment) Ordinance, 2015 (No.2 of 2015) promulgated on 07.01.2015.

The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2015

To replace the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Ordinance, 2014 (No.9 of 2014) promulgated on 31.12.2014.

 

To ease and simplify acquisition of land for the national security and rural infrastructure projects such as electrification, housing, industrial corridors and other social infrastructure projects etc.

       7.

The Mines  and Minerals (Development and Regulation) Amendment Bill, 2015.

To replace the Mines and Minerals (Development and Regulation) Amendment Ordinance, 2015 (No.3 of 2015) promulgated on 12.01.2015.

 

To improve transparency in allocation, increase share of value of mineral resources renewals of mineral concessions and to address the immediate requirement of mining sector and also to provide remedy the basic structural defects that underlined the current impasse.

The National Co-operative Development Corporation (Amendment) Bill, 2015

To include producer company in the definition of Cooperative Society to empower National Cooperation Development Corporation and to provide loans and grants to producer companies besides cooperatives engaged in notified services and trading in notified commodities.

The Warehousing Corporation (Amendment) Bill, 2015

To grant of Mini-Ratna status to Central Warehousing Corporation, guarantee referred to in the said sub-section (1) of Section 5 would be withdrawn and the Central Government would be absolved of its responsibility of being guarantor.

To provide for registration of marriages of all persons who are citizen of India belonging to various religious denominations and be beneficial to women, as the registration certificate would provide evidentiary value in matrimonial and maintenance cases and prevent un-necessary harassment meted out to them.
