The Wakf (Amendment) Bill, 2010

 

 

The Bill, as passed by Lok Sabha was referred to a Select Committee of Rajya Sabha on 31.8.2010.  The Committee presented its Report to the Rajya Sabha on 16.12.2011.

 

To amend certain provisions of the Wakf Act, 1995, so that Wakf properties are not easily alienated and to better manage Wakf properties.

The Lokpal and Lokayuktas Bill, 2011.

The Bill, as passed by Lok Sabha was referred to Select Committee of Rajya Sabha on 21.5.2012. The Committee presented its Report to the Rajya Sabha on 23.11.2012.

 

To provide for the establishment of a body of Lokpal for the Union and Lokayuktas for States to inquire into allegations of corruption against certain public functionaries and for matters connected therewith and incidental thereto.

To amend the Insurance Act, 1938, General Insurance Business (Nationalisation) Act, 1972 and Insurance Regulatory and Development Authority Act, 1999.

The Citizenship (Amendment) Bill, 2011.

The report of the Department-related Parliamentary Standing Committee on Home Affairs presented on 26.03.2012.

 

 (1) to facilitate the re-acquisition of Indian Citizenship by erstwhile citizens of independent India;

(2) to enable acquisition of overseas citizen of India registration by a minor, whose parents are Indian citizens or one parent is an Indian citizen and other parent is not eligible for overseas citizen of India;

(3) to merge the person of Indian Origin Card Scheme and  Overseas Citizen of India Scheme; and

(4) to re-name “Overseas Citizen of India” as “Overseas Indian Card Holder”

To establish a statutory Pension Fund Regulatory and Development Authority (PFRDA), to promote old age income security by establishing, developing and regulating pension funds and to protect interest of the subscribers to schemes of pension funds.

To prevent corruption relating to bribery of foreign public officials and officials of public international organizations and for matters connected therewith or incidental thereto.

The Land Acquisition, Rehabilitation and Resettlement Bill, 2011.

Introduced on 7.9.2011.

The Report of the Department-related Standing Committee on Rural Development presented on 17.5.2012.

To replace the Land Acquisition Act, 1894, with the single integrated Bill, which incorporates the provisions for rehabilitation and resettlement also.

The Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2011

 

Introduced on 8.09.2011

The Report of the Department-related Standing Committee on Finance presented on 21.03.2012.

To put in place the enabling provisions for the introduction of an alternate method of obtaining alkaloids of opium through production of Concentrate of Poppy Straw instead of production and processing of opium in the country.  It further seeks to address the anomalies arising out of the amendments made in 2001 and also to strengthen the provisions of the Act.

The Warehousing Corporation (Amendment) Bill, 2011.

To grant Mini-Ratna status to Central Warehousing Corporation, the guarantee referred to in the sub-section (1) of section 5 would be withdrawn and the Central Government would be absolved of its responsibility of being guarantor.

To lay down an obligation upon every public authority to publish Citizens Charter specifying therein the time within which goods and  services  shall be delivered and to provide  grievance redressal mechanism for non- compliance of Citizens Charter and for matters connected therewith or incidental thereto.

To modify the lists of Scheduled Castes in respect of 4 States viz. Kerala, Madhya Pradesh, Orissa and Tripura and  in the Constitution (Sikkim) Scheduled Castes Order, 1978 for a similar purpose.

The Criminal Law (Amendment) Bill, 2012

The Bill was referred to the Department-related Standing Committee on Home Affairs on 3.1.2013

To review the provisions of IPC, Cr.P.C. and the Indian Evidence Act, to make the provisions of rape gender neutral and to widen the scope of sexual assault, to make acid attach, an specific offence and to provide more protection to the women and male below 18 years and above 65 years.

To provide (a) specify term of office of non-official members of the Council; (b) restore function of the Council to discuss issues of mutual interest to two or more states in the region and to advice State Govt. and Central Govt.; and (c) replacement of “the Department of Development of North-Eastern Region” to “Ministry of Development of North Eastern Region” in section 6 of the Act.

The Wildlife (Protection) Amendment Bill, 2013

To include the provisions of CITES Regulations in the Act in order to control illegal trade in wildlife and their parts and products, categorization and enhancement of punishment, power of Central Government to alter the entries in the Schedule,  and make provisions for constitution of Bodies, Committees, Tribunals, etc.

The Constitution (Amendment) Bill, 2013

To implement the India-Bangladesh Land Boundary Agreement, 1974 and Protocol to the Land Boundary Agreement, 1974.

The National Bank for Agriculture and Rural Development (Amendment) Bill, 2013

(i) To transfer the 99% shares to the Govt. of India from RBI in NABARD;

(ii) To combine the post of Chairman and the post of Managing Director into one i.e. Chairman and Managing Director, NABARD;

(iii) To increase the authorized capital of NABARD to Rs. 20,000/- crore from Rs. 5,000/- crore to augment the business of NABARD and broaden the activities to provide for development of new credit products, new credit linkages and new clients.

To strengthen Regional Rural Banks with (i) widened area of operation to more than one State, (ii) to enhanced capital based, and (iii) strengthen the Board.

To replace Securities and Exchange of Board of India (Amendment) Ordinance, 2013 (No.1 of 2013) promulgated on 21.1.2013.

To enlarge the field of selection for the post of Presiding Officer of the Securities Appellate Tribunal by including sitting or retired Judge of a High Court with minimum seven years service as Judge of a High Court as one of the qualification
