The Representation of the People (Second Amendment) Bill, 2008

The Report of the Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented on 18.2.2009.

 

To take some need based measures to remove certain loopholes noticed in the existing laws:-

 

(i) simplification of procedure for disqualification of a person found guilty of corrupt practices.

 

(ii) appointment of appellate authority within the district against the orders of the electoral registration officers.

 

(iii) increase in security deposit of the candidates

 

(iv) inclusion in section 123(7) of  the Representation of the People Act, 1951 of all officials appointed in connection with the conduct of elections.

 

(v) restrict the publication and dissemination of exit polls results during phased election

The Industrial Disputes (Amendment) Bill, 2009

The Bill was referred to the Department-related Parliamentary Standing Committee on Labour on 10.9.2009.

 

 

(1) Reorientation towards securing industrial harmony, enhancing production and productivity, and creating an environment to stimulate growth in both domestic and foreign investments and employment.

 

(2) Promoting bipartism where both employer and workers mutually decide matters with minimal governmental intervention.

 

(3) Simplification and rationalization of procedures.

To establish a specialized Tribunal for effective and expeditious disposals of cases relating to environmental protection and conservation of forests and other natural resources including enforcement of any legal right relating to environment and giving relief and compensation for damages to persons and property and for matters connected therewith or incidental thereto

2.         

The Employees’ State Insurance (Amendment) Bill, 2009

The Bill was referred to the Department-related Parliamentary Standing Committee on Labour and Employment on 9.9.2009.

 

To provide more effective utilization of infrastructure of the ESIC and also to meet the medical insurance requirements of the workforce in the unorganized sector and also bring it in alignment with other labour laws taking into account the changing economic scenario and ensure effective implementation of the ESI schemes so as to adequately meet the medical insurance requirements of the workforce

3.         

The National Commission for Minority Educational Institutions (NCMEI) (Amendment) Bill, 2009

The Bill was referred to the Department-related Parliamentary Standing Committee on Human Resource Development on 15.9.2009.

 

To remove difficulties in the functioning of the Commission and to strengthen the Commission by increasing one Member.

The Land Ports Authority of India Bill, 2009

To rename the Central University of Jammu and Kashmir, established under the Central Universities Act, 2009, as the Central University of Kashmir and establishment of a new Central University by the name of Jammu in the State of Jammu and Kashmir.

The Essential Commodities (Amendment and Validation) Bill, 2009

 

To replace the Essential Commodities (Amendment and Validation) Ordinance, 2009 (No. 9 of 2009) promulgated by the President on 21.10.2009.

 

To make provisions for validation of certain orders issued by the Central Government determining the price of levy sugar and action taken under those orders and for matters connected therewith.

(i) To minimize the Government control over and interference in the working of cooperative societies so as to give them a genuine democratic and autonomous character;
