MATTERS RAISED WITH PERMISSION OF CHAIR

REVIVAL OF M/S BHARAT HEAVY PLATES AND VESSELS BY WAY OF ITS TAKE OVER BY BHEL.

 

SHRI TAPAN KUMAR SEN (WEST BENGAL): Sir, I rise to draw the attention of the House and the Government to the news of recent Cabinet approval to the financial restructuring of the premier public sector engineering company, M/s Bharat Heavy Plates and Vessels Ltd., BHPV at Vishakhapatnam which I could learn from the release of the Press Information Bureau dated 26th November, 2007 from the PIB website. The package envisages writing off and waiving off the loans and liabilities of BHPV by the Government of India, and take over of BHPV by BHEL, and an investment of Rs. 275 crores by BHEL in BHPV. That is a good news. But, thereafter, certain disturbing incident has taken place. The concerned press note of 26th November, 2007 has been silently withdrawn from the Press Information Bureau's website, and now, it is in the air that the issue of writing off of loans and liabilities by the Government of India for BHPV has been reopened again, and the matter would be renegotiated between the Ministry of Heavy Industries and the Ministry of Finance. On inquiry from the PIB, we came to know that the release was withdrawn by instructions from above. I urge upon the Government to clarify as to why and under what circumstances the PIB release dated 26th November, 2007 has been silently withdrawn. The manner in which it has taken place, lacks transparency and smacks of a conspiracy. When the private sector takes over a sick public sector unit, all its loans and liabilities are waived off and the Government grant huge concessions besides, handing over that sick public sector company almost free of cost. But when a healthy public sector unit takes over a sick public sector unit, on that, the loans and liabilities are sought to be imposed on the healthy public sector unit who is taking over. So, this is a very bad practice and the manner in which the whole thing was handled, smacks of a conspiracy against the most healthy and ideal practice taken up by the UPA Government, that is, revival of sick public sector PSU by another healthy public sector PSU in view of the huge fund position of the healthy public sector unit. I want a clarification as to why that PIB release was withdrawn from the website and whether the Cabinet approval announced by the PIB on 26th November, 2007 will be implemented by the Government. That assurance I want from the Government. (Ends)

DECISION OF THE GULF COUNTRIES TO SEND INDIAN WORKERS BACK AND PUNISHMENT AWARDED TO SOME INDIANS WORKING THERE.

 

SHRI RAVULA CHANDRA SEKAR REDDY (ANDHRA PRADESH): Sir, I am raising an urgent and important issue pertaining to the poor people who are stranded in UAE and other Gulf countries. Sir, I have been raising this issue since the last Session. Even today, about 40,000 people have been stranded in UAE and other Gulf countries and the dead line of 2nd November, 2007 is also over. The local authorities are harassing the people to get back to the native places. The people are stranded there for two reasons. The first is, lack of valid documents. The second is, they do not have money to fly back to Andhra Pradesh. In the meantime, about 6 people have been convicted by the Sharjah court, wherein, 2 persons have been given death sentences. These people are unaware of the local language. They know only Telugu. I am told by the family members that since the entire trial was in Arabic, they could not defend their case properly. SHRI RAVULA CHANDRA SEKAR REDDY (CONTD.): Now, six people are convicted and their families back home are really in panic. Sir, I would like to request the hon. Minister, who is concerned with the affairs, to handle the case properly and get them back safely to Nizamabad. They are: Muthiah, Yelliah, Gangaram, Rajanna, Gangadhar and Chinna Gangaram. All of them belong to the Nizamabad district of Andhra Pradesh. They are all poor and were cheated by the agents; and they were taken to Dubai, Sharjah and other places. Now, the situation is that neither the State Government nor the Government of India has made any arrangement for their safe return to their native place. Some people who have returned, on their own, with the help of NGOs and other organisations are also now jobless. About 50 people have, so far, committed suicide in our State of Andhra Pradesh or are being harassed by the local authorities in the UAE. They are in Sharjah and Dubai. The situation is so grave that the people are now worried about their safety and security. My party leader, Shri Chandrababu Naidu, had sent a delegation to Dubai, Sharjah and other places. It had seen the situation on the spot. Now, the local authorities have disconnected the power connection. They are not even given drinking water. The police is harassing them, day in, day out. This is the situation now. At least, on humanitarian grounds, I demand the Government of India to make arrangements for their safe return by hiring chartered flights or by directing the Air India to get them back to Hyderabad. Now, our friends of the Sikh community and others have been struggling for the last so many years to get justice so that those who perpetrated those crimes could be brought to book. There were many Commissions whose Reports are all well known to be spoken about. Thereafter, Justice Nanavati Commission Report came. Its ATR was discussed on the floor of the House and, I remember, that Report had made certain critical observations about the role of certain eminent people, including a Minister at that point of time, Mr. Jagdish Tytler. The hon. Prime Minister, while responding to the discussion on the floor of the House--I trust his sincerity--had stated that that ghastly incident "makes his head hang in shame" and he had assured the House that he would take all appropriate measures, including a fair inquiry by the CBI.

UNESCO REPORT ON EDUCATION

SHRIMATI SUPRIYA SULE (MAHARASHTRA): Sir, through you, I would like to bring to the notice of the House the Education for All Global Monitoring Report, 2007. The report is rather alarming because India, which was rated 100 in rank in 2007, has dropped down to 105 in 2008, out of 129 countries. Education is of top priority, and we appreciate all the efforts the Government has made towards this in the past few years through SSA and other schemes. Even the Report has complimented the Government on SSA and KGBV. The net enrolment has gone up; the adult literacy has also gone up. But there are three very crucial issues, as the drop-out rate does not seem to come down. It is still 14.7 per cent in Class I. (Continued by 1S)

SHRIMATI SUPRIYA SULE (CONTD.): And it is 4.4 per cent in the Second and the Third standards. The United Nations' goal for 2015 of 'Education for All' also focuses on female literacy which is very alarming. Yesterday, the HRD Minister, in his speech, said 774 million illiterate people are there in the world, out of which 250 million are in our country alone. Sir, we are all seriously concerned about it. We appreciate all the efforts that the Government has made. Still, I think, a little more has to be done as education is the defining line between the haves and the have-nots. SHRI R. SHUNMUGASUNDARAM (TAMIL NADU): Sir, the ethnic Indian community in Malaysia went on a peaceful rally demanding certain affirmative action in Malaysia. They were ill-treated, harassed and arrested. This has been condemned by various leaders in Tamil Nadu. This hon. House also debated the issue yesterday. It is a very serious concern for our country because Indians, particularly Tamils, are suffering there. Sir, this issue has also attracted international attention. Now, when the hon. Chief Minister of Tamil Nadu drew attention of the hon. Prime Minister, which is an internal matter concerning certain Indians who are there in Malaysia, that statement of the hon. Chief Minister was condemned by a Malaysian Minister, one Mr. Nasir Aziz. Sir, this is highly condemnable. The Malaysian Minister has no business to comment about the democratic rights and the democratic values which are practised in this country and to comment about what has been expressed by an elected Chief Minister of this country. Chief Minister of Tamil Nadu has not uttered anything; he had only expressed the anguish and pain of the sufferings of the ethnic Indians, particularly the Tamils, in Malaysia. He has not transgressed diplomatic decency. He has only written a letter to the Prime Minister of this country requesting him to take up the matter, through diplomatic channels, with Malaysia. But, for this, he has been snubbed and asked to `lay off'. We strongly object to it. Sir, the Government introduced the Rajiv Gandhi Institute of Petroleum Technology Bill 2007 in the Rajya Sabha on 7th September, 2007.

I would like to apprise the hon'ble Members about the need of setting up of Rajiv Gandhi institute of Petroleum Technology and its declaration as the "Institute of National Importance". The year 1999 witnessed the advent of the New Exploration Licensing Policy, which has been progressively made more and more attractive. This policy has evoked great enthusiasm among foreign companies as well as Indian private and public sector companies for acquiring exploration acreages in India. As on date, only 30% of the sedimentary basins in India has been explored. It is planned to increase the exploration coverage to an extent of 100% by the year 2015. In this context, apart from technology, availability of adequate number of qualified personnel would be a prime requirement in the coming years.

Sir, in a recent study conducted by consultant PricewaterhouseCoopers for Petrofed, it is estimated that the gap between the availability and requirement of trained manpower in the field of Petroleum Technology in India would be about 36000 by the year 2019. To substantially meet the shortfall of trained manpower in the petroleum sector, it has been decided by the Government to set up Rajiv Gandhi Institute of Petroleum Technology (RGIPT) at Jais, UP.

The institute is designed to serve as the fountainhead for the nurturing of world class technical human resources capable of serving as the leaders and innovators of tomorrow in the field of Petroleum Technology. To start with, the Institute will commence its academic operations by admitting students in basic undergraduate courses from the academic year 2008-09, from a rented campus. On its becoming fully operational the Institute would have 7 B.Tech, 6 Integrated Masters Degrees, 8 M.Tech/MBA and 12 PGD and Ph.D programmes.

The total estimated capital cost of the project is Rs. 435 crores which would be met partially through budgetary support of Rs. 285 crores and Rs. 150 crores from Oil Industry Development Board. The total estimated recurring expenditure of Rs. 260.58 crores would be met from the accrual of interest on Endowment Fund of Rs. 250.00 crores to be created with the contribution of Oil Public Sector Undertakings (PSUs), student fees, donations and other earnings of the Institute. The Institute is envisaged to be self-sufficient by the year 2015-16. It is proposed that RGIPT would have a high degree of autonomy in terms of its academic, administrative and financial functioning. RGIPT would have legal empowerment in its own right to enable it to grant degrees and other academic distinctions and titles. Furthermore, it is envisaged that RGIPT would enjoy the patronage and support of the Ministry of Petroleum & Natural Gas of Government of India. It is in the interest of the nation that the Government nurture the institute in its nascent and crucial stage of development to enable the Institute to launch and run its programmes without compromise and set up world-class infrastructure while offering courses of a high standard, in the absence of the status of the "institute of National importance", it would not be possible to attract eminent faculty members and meritorious students.

In view of the proposed mode of establishment of RGIPT as outlined above, it is proposed that RGIPT be incorporated as an 'Institute of National importance' through an Act of Parliament having a governance structure as well as legal empowerment to grant degrees in a manner similar to that enjoyed by the lITs.
