RELAXATION IN QUALIFICATION FOR PEOPLE LIVING

ON INDO-PAK BORDER IN JAMMU & KASHMIR.

 

SHRI T. S. BAJWA (JAMMU & KASHMIR): Sir, at present, some special benefits and reservations in recruitment are provided to the people living along Actual Line of Control in J & K. But thousands of other families on Indo-Pak border have been denied these facilities. I would like to point out that since 1947 and three Indo-Pak wars, and subsequently after Shimla Agreement, these people were settled on the border. Their agricultural lands were taken over by Government laying mines and rendered barren unfit for cultivation. Because of indiscriminate firing rendered barren unfit for cultivation. Because of indiscriminate firing on border, these families could not provide proper education for their children. They have no proper and regular means of livelihood. These families are on the verge of starvation and facing lot of problems also.

I would, therefore, request the Central Government to take up the matter with State Government and provide special benefits to the entire families living in J & K international border as has been done in case of people living on Actual Line of Control.

I would also urge upon the Government to start a Special Recruitment Drive particularly in BSF,CRPF and Army for the people living on border and relax the recruitment qualification from matriculation to middle standard, as a special case, as has been done in other areas of the J & K State. SHRI JANARDHANA POOJARY (KARNATAKA): As this House is aware, 'Kannada Language' is a treasure trove of great literary value and antiquity and meets all the stipulated criteria for according 'Classical Language' status. Its early texts and recorded history belong to 252 B.C. The first Kannada literary work, 'Kavirajamarga' was created in 1850 A.D. and it refers to some writings earlier than that. The 12th Century Kannada Bhakti movement in the form of 'Vachana' or oral expression is unparalleled. Its contemporary 'Keertana', which subsequently became 'Karnataka Sangeetha', is an endearing contribution to Indian music.

Antique Kannada, apart from being literature and culture, also encompassed independent work on many aspects affecting life, namely, medicine, mathematics, veterinary science, agriculture, culinary art and encyclopaedias, in oral and written forms. (Contd. by VK/1R)

SHRI JANARDHANA POOJARY (CONTD): The epigraphical material in Kannada, numbering over 25000 inscriptions in stone and copper, are rich in style and content, not found even in Tamil inscriptions. The UNESCO records Kannada among the prime scripts of the world.

Kannada ranks among the first ten living languages of the world with a history of continuous writing system spanning three millenniums, like Hebrew, Chinese and Tamil.

Though similar to Sanskrit and Tamil, Kannada language has been meted out a step-motherly treatment and overlooked for 'Classical Language' status. There is simmering discontent/resentment among the people of Karnataka, which is likely to turn violent if the question of recognising Kannada as a 'Classical Language' is not resolved expeditiously. DEMAND TO DROP THE PROPOSAL FOR EXTENDING M.B.B.S. COURSE BY ONE YEAR

 

DR. V. MAITREYAN (TAMIL NADU): Sir, the Union Government has announced extending the tenure of medial education by one year. Intentional burdening of medical students under the guise of rural service is highly condemnable.

In today's technology driven world with fast paced developments and innovations in medicine, for a medical student from rural background to excel, post graduation and specialization is highly imperative. The additional one year imposed by the Government will put immense pressure and burden on students as they would be thirty by the time they complete their education. Thirty years is almost half the lifetime of a person. Parents of medical students are concerned and worried, as after completing school education by the age of 18, those pursuing other professional courses complete it by 23 or 24 years and commence employment, while doctors, even after completing education at the age of 30, are doubtful of earning the same as in other professions.

Even under the existing pattern of education, provision has been made for serving in rural areas for a few months. The young doctors in this country are more than willing to serve in rural areas, provided permanent Government employment is provided to them.

Under such circumstances, the announcement made by the hon. Minister of Health extending the tenure of study by one year for medical students is highly condemnable. The students throughout the country have resorted to agitation and even hunger strike. Hence I strongly urge upon the Government to drop the proposal to increase the course by one year and instead initiate steps to provide regular employment in Government to enable them to serve in rural areas.

SUPPLY OF SPECTRUM TO PRIVATE OPERATORS

 

SHRI AMAR SINGH (UTTAR PRADESH): Sir, the telecom sector is witnessing a phenomenal growth in building world-class infrastructure for the rapid growth of the country. However, a few private GSM operators are engaged in propagating false agenda in the media.

These operators have been given spectrum free of cost far in excess of their licence entitlement and actual requirement of 6.2 MHz and they have, in aggregate, hoarded over 50 MHz of spectrum across different circles. The loss to the Government by the inefficient use of spectrum by these operators runs into thousands of crores of rupees.

In view of the above, I demand a comprehensive review of the excess spectrum allocated to them free of cost and also initiate an inquiry by a Central investigating agency in order to ascertain as to how and in what manner they have obtained the additional spectrum and they must be compelled to surrender the excess spectrum so as to avoid any revenue loss to the Government.

ERADICATION OF MANUAL SCAVENGERS FROM THE COUNTRY

 

SHRIMATI SYEDA ANWARA TAIMUR (ASSAM): Sir, even after sixty years of independence, India is having manual scavengers in some States like Bihar, Assam, Uttar Pradesh, Karnataka, Punjab, etc. Most of the developed countries do not have scavengers. It is a shame for our country where great man like Mahatma Gandhiji, who was preaching equality to all mankind, has lived. Though India is rich in heritage, culture and has developed economically and there is a lot of progress in the field of education, science and technology, still we have people below poverty line without having home to live and there are beggars in innumerable numbers found in the States. For want of job, the manual scavengers are working in this shameful job.

I would like to request the Government of India to take steps so that the system of manual scavengers is eradicated immensely from all the States of our country, and take up schemes for construction of sanitary latrines all over India, so that manual scavengers will not be required to take up the work of removing night soil. Also, schemes should be made to provide alternative job for manual scavengers.

STATEMENT RE. STAY OF MS. TASLIMA NASREEN IN INDIA

MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI ANAND SHARMA): Sir, I rise to inform the House of the Government of India's stand on an issue which has attracted considerable public attention in recent days.

As hon. Members are aware, noted Bangladeshi writer, Ms. Taslima Nasreen, has been in India for some time. Throughout history, India has never refused shelter to those who have come and sought our protection. This civilisational heritage, which is now Government policy, will continue and India will provide shelter to Ms. Nasreen. Those who have been granted shelter here have always undertaken to eschew political activities in India or any actions which may harm India's relations with friendly countries. It is also expected that the guests will refrain from activities and expressions that may hurt the sentiments of our people.

While these guests are in India, the Union and the State Governments provide them with protection. These policies will also apply in Ms. Taslima Nasreen's case. (Ends)

That the Bill to provide for the constitution and regulation of an

armed force of the Union for ensuring the security of the borders of India and for matters connected therewith, be taken into consideration.

 

The Sashastra Seema Bal Bill, 2006 was introduced in the Rajya Sabha on 28.7.2006 and the same was further referred by the Chairman, Rajya Sabha to the Parliamentary Standing Committee on Home Affairs on 3rd August, 2006, for consideration. The Committee considered the draft report on the Bill in its sitting held on 22.2.2007 and adopted the same. The Committee, in the process of examining the Bill and in finalising its report took up clause-by-clause consideration of the Bill in its sitting held on 8th and 9th January, 2007 and made certain recommendations.

Regarding definition of 'enemy' and 'enrolling of non-citizens', it is proposed to amend the relevant clauses in the Bill in the following manner. Regarding the definition of enemy, as envisaged in clause 2(1), enemy includes all armed mutineers, armed rebels, armed rioters, pirates, terrorists and any person in arms against whom it is the duty of any person subject to this Act to take action. It is the same definition, as adopted in the Assam Rifles Act by Parliament in the year 2006. Regarding enrolment, as envisaged in clause 6(1) and 6(2), it is proposed to delete clause 6(1) which relates to enrolment of non-citizens of India in SSB for a limited period. Clause 6(2) is proposed to be renumbered as clause 6 which defines enrolment as persons to be enrolled to the force. The mode of enrolment and the procedure for enrolment shall be such as may be prescribed. The Bill is now renamed as Sashastra Seema Bal Bill, 2007.

With these words, Sir, I commend this Bill to this august House for consideration and approval.

DR. KARAN SINGH (DELHI): Mr. Deputy Chairman, Sir, law and order is becoming an increasingly significant and difficult task throughout the country. There are various challenges that we face. There is a challenge of Naxalites and Maoists and there is a challenge of communal and caste conflicts, and there are lots of other crimes which are happening. Basically, the responsibility for law and order is with the States. However, the Government of India does have a very special role to play and for that purpose it needs necessary instruments. Of course, we have the armed forces -- the Army, the Navy, the Air Force -- of which we are proud and which have done a marvellous job over these decades.

But, in addition to that, there is a whole array of para-military forces which are there to do specific tasks. There is the CRPF; there is the BSF, which is largely in J&K, and the Bangladesh border; there is ITBP, which is on the Tibet border; there is the Central Industrial Security Force; there is the National Security Force; there is Assam Rifles; and, there is the RRF. However, there is the Special Service Bureau which is now renamed as the Sashastra Seema Bal. The Sashastra Seema Bal has now been given the special task, Sir, of looking into the Nepal-Bhutan border. I would like to make just one point here. With the situation in Nepal remaining very confused and very inflammable and with our border with Nepal being so long and so porous, there are reports that the turbulence within Nepal is beginning to spill over into the bordering States, particularly in the States of Bihar and in some parts of Uttar Pradesh. KARAN SINGH (CONTD): Now, I am not going into the details of what is happening in Nepal but clearly the Maoist cadres there have contacts with our Naxalites who are now beginning to call themselves as Maoist because I recall in the Nandigram episode the word 'Maoist' was used, that the Maoists are there. The Maoists in Nepal and Maoist in India, also evidently, if they use the same term now, it means they are closely in touch. How close their collaboration is a different matter. The fact of the matter is that this whole border is becoming increasingly difficult. On the one hand, we have the terrorist threat, the East-West axis as it were and then we have the Naxalite threat, the North-South axis and India is on the crosshairs of these two particular types of problems. In order to deal with this the Sashastra Seema Bal...(Interruptions)..., , But I am really confused.. , ָ , ֿá ߴ ֻ , this is now being put after 40 years, Sir. This was set up in 1963 in the time of Pt. Jawaharlal Nehru. Since then this has been functioning under the title of Special Service Bureau. But now at last, I think, it is perhaps over, a proper Bill is being brought forth which regularises, organises this Force on proper basis. I would just like to make the point that one thing that we must avoid is duplication and overlapping activities of these Paramilitary Forces. I have some experience of this coming as I do from a border area. There are occasional areas with which one is not quite sure which force is going to look after what. So, I now suggest that with this new Force or renamed Force coming into being, we must be very clear that there is no ambiguity because these are dealing with very sensitive issues whether it is Tibet or whether it is Nepal or whether it is Bangladesh. Therefore, there must be full coordination. This is number one. Secondly, the Forces should be fully filled because we find that in many of the Forces, even today there was a statement, there are some vacancies in the BSF and the CRPF. If you create a force, there should not be any vacancies. There are vacancies in the Armed Forces also. But that is a different matter and refers to the Defence Ministry. So, Sir, with these comments, I would like to support the Bill and I hope the newly christened Force, the Sashastra Seema Bal, will fulfil its functions very effectively. Thank you. (Ends)
