SHRI KUMAR DEEPAK DAS (ASSAM): Mr. Vice-Chairman, Sir, I thank you for giving me the opportunity to participate in this important debate on the Appropriation (Railways) Bill. I am standing here in support of the Bill. It is needless jargon to talk about buoyant economic development without adequate transport and energy supply system. Our State has about 11-12 kilometers of railway track per one thousand kilometer of area.

Sir, you will be surprised to note that the natural gas, abundant in quantity, is being flared up daily to the extent of more than one crore of rupees in our State. Why is it going on? The main hindrance in the use of natural gas in Assam is due to lack of adequate transport system in Assam. Sir, the hon. Member from Orissa, Tiriyaji, has already raised some important points and mentioned the trouble being faced in the railway system. I would like to raise two or three points here.

Sir, there is no provision made for doubling of track for the benefit of the north-eastern people. There is no double track system in Assam. The single track was laid down during British period in 1901. When the Central Government talked about 'Look East' policy, I was happy to hear that. But without improvement of railway sector in the North East, the 'Look East' policy of the Union Government cannot be successful.

Sir, the railway is not thinking about the railway electrification in our State. So, I request the hon. Railway Minister to introduce the electrification system in our State. Sir, with regard to the Boggibil bridge, fourth bridge over the River Brahmaputra, which was proposed in 1997, has not yet been completed. This bridge will be completed by the year 2012.

Sir, I would like to request the hon. Minister to release funds regularly to complete the bridge in time. Sir, I would like the Ministry to expedite the gauge conversion work of Rangapara-Rangia, Morkok- Cheleng-Jonai sector. (Contd. by 4c-sk)

SHRI KUMAR DEEPAK DAS (CONTD.): Sir, after the completion of the Bogibeel Bridge this route will be useful for the North Eastern people. We are happy that the Railway Minister has sanctioned a special train to Puri from Guwahati. Sir, the local people of our State are demanding Puri Express to be renamed as Srimanta Shankardev Express. So, I request the hon. Minister to name Puri Express as Srimanta Shankardev Express. (Time-bell) Sir, a new rail line between New Mainaguri and Jogigopa is proposed by the Railway Department and the construction work is going on. I would request the hon. Minister to extend this railway line from Jogigopa to Guwahati via Barpeta-Dawasal-Hajo. This is a new line. So, I would request the hon. Minister to look into this. With these few words, I would like to conclude my speech. Thank you.

SHRI R. SHUNMUGASUNDARAM (TAMIL NADU): Thank you, Sir. Sir, on behalf of the DMK Party, I support the Bill. But, Sir, looking back, some of the promises made by the hon. Railway Minister in the earlier Budget, have not been fulfilled. The first and foremost is, Sir, the doubling of track from Chennai to Nagarcoil. Sir, when Dr. Kalaignar, the hon. Chief Minister, visited Delhi during July-August, 2006 and met Shri Laluji in the Tamil Nadu House, he insisted that this doubling of the track must be immediately taken up, as it is a very important and crucial project. Sir, I understand, an assurance was given. But, still, nothing is happening on that line and that must be speeded up.

On the aspect of electrification, Sir, the Railways can very well afford to install its own energy plant. I understand that the Neyveli Lignite Corporation had come forward to establish a plant exclusively for the use of Railways. What has happened to that? Whether the Railways are taking up that project and will attempt to electrify all the tracks in the Southern Railways. Sir, some other electrification projects are pending. I will give a list, like, Madurai-Tuticorin, Maniachi-Nagarcoil, Dindigul-Coimbatore and Villupuram-Rameswaram. Similarly, for gauge conversion, which was promised, the two major projects are still pending -- Myladuthurai and Karaikudi. In the last Budget, Rs.408 crore was announced, but nothing has been done. SHRI R. SHUNMUGASUNDARAM (CONTD.): I expect that it will be completed at the earliest. The Madurai-Bodi line, that has also not been completed. Then, there has been a demand for some of the very important new lines for a very long time, that is, Dindigul-Sabarimalai railway line. At least, Dindigul-Kumuli line must be executed at the earliest. Then, Erode-Palani, then Dharampuri-Morappur and Thiruppathur-Hosur via Krishnagiri are very important projects. Sir, I understand that Neyveli has a railway station but the frequency is not good. It should be connected to Trichy on the chord line and on the main line, that is, Chidambaram, or any possible nearest station so that the passengers from Neyveli and the cargo from Neyveli could move faster. Sir, then from Chennai to Pondicherry on the coastal line, this project was also discussed earlier, and something has to be done in this regard because the IT corridor is coming up in Chennai, and speaking of the IT corridor, now, the Velacherry MRTS is being completed. But, what has happened is that the Rajiv Gandhi road, which is a very important road in that area, has no pedestrian crossing. It is a very important road where the MRTS is using one side of the road and the IT industry is using the other side of the road. It is a beautiful road, but no pedestrian crossing, either overhead or underground is available. The Railways should take up this thing. There is no adequate parking space in the MRTS suburban stations. That should also be taken care of by the Railways. Now, I would like to refer to the congestion at the suburban metro station, particularly near the Central station. The suburban metro station is very much congested because there are not many platforms there. Only 4 platforms are there. The commuters suffer a great difficulty in the peak hours. Then Velacherry must be connected to St. Thomas Mount, which project was also originally discussed. That project must be speeded up so that there could be a circular metro line around Chennai city. Earlier, on two occasions, the hon. Minister, Veluji had promised that he would look into the Guindy railway station, and the lengthening of the platform of Guindy railway station so that the express trains from South like Pandiyan Express will be made to stop at the Guindy railway station. That has to be speeded up. With these words, I support the Bill.
