SHRI SHANTARAM LAXMAN NAIK (GOA): Sir, with your permission, I stand here to support the Appropriation (Railways) No. 4 Bill, 2007.

Sir, I would have been happy if the hon. Minister, Shri Lalu Prasad, would have been here because I have spoken about our problems several times with Veluji and I hope Veluji will effectively convey my feelings to the hon. Railway Minister.

First and foremost, as you are aware, the Konkan Railway was formed in Goa some years back and, for the first time, a route was started from Bombay up to Mangalore. At that time, agricultural land was acquired and people were assured that they would be given jobs. Some of them were given jobs and some of them were provided stalls at stations. Now, those, who were given jobs, are in the service. But, in case of people who were given stalls at stations, now the Konkan Railway wants to re-tender those stalls. It is practically betraying the promises given by the Corporation. Now, Sir, I can understand that the Ministry has got limited power of intervention as far as Corporation is concerned. Corporation is allowed to run in its own way. But, Sir, the Government of India is funding the Corporation. When funding is being done by the Railway Ministry, they should have the right to question such illegal action of the Corporation. How can they just throw out the people to whom stalls were given because they lost their land, because they departed with their land for the purpose of a bigger project? I request the Railway Minister to intervene in this matter and see that those tenders are cancelled. Secondly, this policy is not in line with the new wonderful resettlement policy enacted by the Government. In this resettlement policy, as we are all aware, which is enacted by the Rural Development Ministry, the human angle is being shown towards those whose land has been acquired. People will not only be given compensation, but people will also be given jobs in the factories or in the projects where this land has been acquired. Besides, if someone's house is to be demolished, an alternative site will be provided. Earlier, these provisions were not there in the Land Acquisition Act. But, as per this new Policy, these new provisions are going to be there in the Land Acquisition Act. Now, the resettlement policy of the Government and the policy adopted by this Corporation are in contradiction to each other. Then, Sir, you may recollect that when the Konkan Railway project was started, we had an apprehension about ecology. Many people objected and agitations were there that Goa would be affected ecologically. Somehow, the route was there, and we tried to satisfy everybody. Now, the question arises whether the Goa is going to be used only as a corridor for passing trains. This was the apprehension expressed that Goa will be used only as a corridor. Otherwise, from Goa to Delhi, the shortest route is via Baroda. Why is there not a single daily train on this route? There is one Rajdhani and one other train which runs once a week. There is no daily train from Madgoan to Delhi on this shortest route. Although there are two trains coming from Goa to Delhi, one takes 48 hours via Pune, and the other takes 36 hours via Bhopal. So, one takes 36 hours and other takes 48 hours. But, on the shortest available route, there is no train. In my last speech on Railways, I had suggested about entertainment in trains. The Railways is modernising itself. Entertainment to the passengers through video facility should be provided in the trains. I think, the Ministry, perhaps, is thinking on this line. I think we should consider this aspect on a regular basis and in most of the key trains, this facility should be provided.

SHRI SHANTARAM LAXMAN NAIK (CONTD.): Secondly, Sir, with regard to the second AC compartments, what facility are we providing to those people who are paying thousands of rupees to purchase tickets of 2nd or 3rd AC. The MPs or the ex-MPs travel free but if you consider the amount, which is equivalent to the discounted airfares, you do not give any facility to the people. The toilets in the compartments are stinking and nobody looks after those toilets throughout the journey. Kindly see it from the angle of those people who are paying a good amount of money to purchase these tickets. I don't ask you to see it from our angle; we are, ultimately, in a way, travelling free. So, please try to replace the second AC compartments as early as possible.

Sir, I would like to say that during Portuguese days, we had the railways and the first and important railway was from Vasco de Gama to Bombay via Belgaum and Pune. At present, this route is not there. There is a route via the coastline. But why was that route abandoned? That traditional route must be there; lot of people are going to Belgaum or Pune. There must be a daily South-Central Railway train from Vasco de Gama to Bombay.

Sir, as far as Mangalore-Bangalore train is concerned -- I think you have already inaugurated it or you are about to inaugurate it, I do not recollect -- if this train is to start, then, from Goa via Mangalore route, there must be a daily train to Bangalore. Sir, these are some of the suggestions for the consideration of the hon. Railway Minister.

Sir, as far as Goa-Belgaum is concerned, -- we frequently go to Belgaum, and, that is why, I am saying that Goa is the corridor -- there is one train from Goa to Belgaum during afternoon. But for coming back, the train from Belgaum to Goa is available at 3 o' clock in the midnight. So, please consider a convenient time for this train.

Sir, I would like to give a suggestion on catering service. Sir, this is my genuine demand and you may share your concern with me. Sir, in all the trains, the south-Indian, north-Indian and the Gujarati food is available. Sir, in Konkan Railways, only the Goan fish curry is not available, all other types of food are available. I don't know whether you get the fish served on a train going to West Bengal or not. But on the coastline, the food of that particular area should be available, and, Veluji, I think, you have to take special interest in this.

Sir, about the fast trains, I would like to know the policy of the Government. In reply to a recent question, it was informed that some pre-feasibility tests were being done regarding fast trains. I don't know how many years it will take. In this era, fast trains must come to India, where there is the biggest network of railways in the world; we should not be lagging behind as far as fast trains are concerned. India is ahead of the world because our network is very vast and perfect. We should be one of the pioneers in commencing these fast trains.

I come to another train, which I would like to ask for. Please note it down and consider it. I am not in a hurry. Consider it and give it in the coming Budget session. A train from Vasco de Gama to Trivandrum is very much required. Goa has a vast population from Kerala and neighbouring areas. Therefore, their demand is that there must be a train from Vasco de Gama to Trivandrum.

Lastly, I have a grievance. Lot of people know about Velankini feast; Professor Kurien must be knowing about it. Lot of people go to Velankini. I asked for a train during those 2-3 days. I wrote letters, I sent fax messages but the Ministry did not consider a simple demand of people of Goa for a train for 2-3 days during the Velankini.

SHRI P. R. RAJAN (KERALA): Thank you, Mr. Deputy Chairman, for giving me an opportunity to speak on this Bill. My party, CPI (M), has already supported the General Budget for Railways. Now, more funds are required for completing the projects that are already envisaged in the Budget; hence, this Appropriation Bill. I, on behalf of my party, support this Appropriation Bill. I welcome the Minister of Railways statement on the working of the public sector undertaking. It is a pleasure for all of us that the Indian Railways, the world's biggest rail service, have been making good profits for the last few years, especially, 2004, 2005, 2006 and till today. All of us know that this public sector unit has always stood as the backbone of the country. A train journey gives a clear picture of the diversity of our country. Sir, even though there are appreciable results, there are some aspects which give us an anxiety also. Though railway accidents are always a cause of concern, the Railways claim that the accidents have come down this year. Apart from this, theft, looting, etc., are rampant nowadays. More stringent measures should be taken to control the number of accidents, thefts, looting, etc. Earnings from passenger and goods sectors have increased in 2004-05, 2005-06 and 2006-07. This was possible due to the introduction of a number of incentive schemes and it is much appreciated.

But, at the same time, the expansion of our country's rail network should match with the growth in the rail passenger and freight sectors. Adequate funds should be provided for the execution of rail projects, including tribal, hill and backward areas. (Contd. by VK/3N)
