Hon'ble Chairman Sir, I would like to thank you for having provided me with an opportunity to speak on Appropriation Bill-2007.

Ours is an agricultural country with six lakhs villages. Agriculture alone is the livelihood for nearly 70 percent of our population. The Government may claim that enough of funds have been earmarked for growth of agriculture. But the results are not enthusing. There is agricultural crisis due to the improper implementation of schemes and mismanaging of allocated funds for this sector.

For example, the Central Government introduced the massive water shed development programme aiming at conservation of water bodies and soil resources. But it is largely observed that the water shed development programme has failed because of poor implementation at the ground level. Hence, I urge upon the Government to achieve agriculture growth with appropriate techniques and technology.

If we take Irrigation for agriculture, it is wanting in many ways. Dependence on monsoon and inadequate irrigation facilities hamper agriculture. Only about 40 percent of land under cultivation is irrigated. During 1992-2004 the Central Government had allotted nearly Rs.99,610 crore for 210 major and medium irrigation projects. What had happened is to the contrary. The cultivable land covered across the country went down from 17.79 million hectors to 14.16 hectors. Now the Task Force on Irrigation set up by the Government has said that Rs.1.65 lakh crore would be required annually for irrigation under the Eleventh Five Year Plan. Though the Government has spend large sums towards irrigation, proper maintenance of existing canals and dams are not there.

The State Governments are over-exploiting the rivers by constructing a number of dams, refusing to provide sufficient water to the riparian states and resorting to inter-state water disputes. The Government must take enough care in recharging the ground water level in all areas. If the State Governments check and control the flow of rivers with monopolistic attitude, the Union Government cannot check the deterioration of irrigation systems in our country. Hence I request the Government to include Water in the central list to avoid inter-state water sharing disputes.

At this juncture, I would like to say that our rivers were free when our country was not a free country. But now, in our free Nation the rivers are


like slaves of states and are no more free. This is an ironical situation in our independent India at present.

Let us have look at what is happening in Education sector. I would like to urge upon the Government to increase the volume of education loan for the students. Due to stringent rules and regulations followed by the Banking Sector, currently only three percent of such students applying for loans are getting Education loan. Whereas the number of students who get education loan in all of the Developed countries is approximately 80 percent. So I request the Honble Finance Minister to take necessary efforts to provide education loan to all the students or atleast 50% of the students applying for educational loans to pursue higher studies and professional courses. Banks are denying Education loans to the students from Teacher Training Institutes and B.Ed Colleges. Teacher Training Education has also become costly now. They have to pay higher fees and even capitation fees. Hence Teacher Training students must also be given education loan through Banks.

The Central Government earmarks less than 0.5 per of our GDP every year for higher education. Now the Central Government allocate Rs. 91,000 crore for education. I request the Government to increase the allocation for education to Rs. one lakh crore every year. The Government must give more attention to education, because illiteracy is the main cause for the increased level of poverty.

As far as the Health sector is concerned, I am very much disappointed with the Government's poor implementation of Health programmes. According to the recent National Rural Health Mission Report, nearly 8 percent of Primary Health Centres do not have a doctor while nearly 39% are running without a lab technician and about 17.7% without a pharmacist. Every primary health centre must have one medical officer supported by paramedical staff. There is a shortfall of 70.2 percent specialists in community health centres. There is a huge shortage for nurses in these centres. The Central Government appoints only those who have studied in Government nursing school for employment in Government Hospitals as per Nursing Council Act, of 1947. On many occasions, I have brought this matter to the notice of the Government. The nursing students who have studied in private nursing schools must also be eligible for employment in Government Hospitals. This is also another reason for the inadequate staff in the hospitals. Hence I request the Government to make necessary arrangement to provide employment to all those who have completed nursing course in private institutions also. I am sorry to say that the Government has failed to implement properly the rural health schemes. Instead of facing the huge challenge to meet the shortfall in rural health infrastructure, there is a needless attempt to extend the period of study for medical education. Hence I urge upon the Union Government to increase fund allocation to Health sector to ensure basic facilities in the Rural Primary Health Centres.

Let me draw the attention of the Central Government to the alarmingly widening gap between rural and urban per capita income. Even the people who moved to urban areas due to unemployment in the farm sector, are becoming unorganized workers with meagre salary in adjacent cities. The Central Government have failed to fix category wise for wages of rural and urban labour to ensure better standard of living. This rural urban divide must be levelled up and the internal migration trend must be arrested. There is a heavy pressure on urban infrastructure due to migration from the rural areas.

I do not know whether our Hon'ble Finance Minister had ever experienced the pain of rural or urban poor atleast in his dreams. I am afraid that might be the cause for not making policy frame works keeping in view the plight of downtrodden and lift them up economically, socially and educationally.

I would like to quote our founder leader and former Chief Minister of Tamilnadu our revolutionary leader Puratchi Thalaivar Dr. M.G.R. and the guiding star of Dr. Puratchi Thalaivi Amma, His philosophy about the life of the poor is depicted in one of his historical films Nadodi Mannan That is about the rulers.

'O' King ! you are just looking at the downtrodden people from the balcony of your luxurious palace.

The people at the balcony of the luxurious palace may not understand the pain and the misery of the poor people.

But I am here with the people as one among them looking at the palace feeling the pulse of the people at the grass root level.

So, I request the Hon'ble Minister to evolve plans and schemes from the common people's point of view.

Why I am saying this because poverty alleviation programmes in our country have not yielded desired results. There are still a large number of people living on Rs.20.30 per day. A recent study by US based International Food Policy Research Institute says, that even our neighbouring country Bangladesh has fared better than our country in terms of poverty alleviation.

We make tall claims about our economic growth and progress. But it is a moot question whether the benefits have accrued to the poor. There is no increase in the per capita consumption of basic requirements inspite of the economic growth.

In 1990, before the advent of economic reforms the average food consumption of a person in our country was 476 grammes. Now it has comedown to 418 grams. This shows that the economic growth of our country as proudly trumpeted by this Union Government, has not brought about any positive change in the lives of the poor people. In this growth scenario drama, we have been witnessing the suicide deaths of about 1,37,000 farmers during the years between 2001-2007. If the program implementation of various Ministries, including Urban Development and Poverty Alleviation had been executed in a proper manner, we would have achieved adequately what we had targetted.

Hon'ble Chairman Sir, before I could conclude, I would like to point out that this Government has received a loan from World Bank for the year 2006-2007 which is 169 percent higher than the loan received in the pervious year. It will force us to pay huge amount of GDP to the World Bank towards loan servicing.

So I request the Government to ensure proper implementation and execution of programmes utilizing properly the allocation for various schemes. The Government should come forward to set up a committee to monitor each and every project budgeted for and must bring its compliance report to the public. We must ensure that the millions of poor people must get a better deal in the ensuing Budget.

Sir, Mango is grown in a big way in our parts. Mango pulp is being exported from there. To give a pap to their export ventures, export promotion incentives may be given to Mango growers and Mango pulp exporters so that they may contribute to the earning of foreign exchange.

Palm Industries Board that aims at improving the lot of rural Poor living on Palm products and rural folks resorting to the hard job of climbing Palm trees must get enough of co-operation from the Central Khadi Board in marketing their products. Palm Board must get increased fund allocation.

PERUMAL: * Hoganekkal Joint Drinking Water Project that has been pending for long must be taken up and completed at the earliest to provide drinking water to the porched throats of people in Krishnagiri, Dharmapuri and neighbouring districts and towns. The Union Government must get funds for the project from any of the sources like World Bank or IMF or Japanese loan and must complete the project at the earliest.
