FELICITATIONS TO THE INDIAN FOOTBALL TEAM

 

MR. CHAIRMAN: Honourable Members, on behalf of the whole House and on my own behalf, I congratulate the Indian Football Team for winning the International Nehru Cup against Syria, a much higher FIFA ranking team on Wednesday, the 29th August, 2007. This victory would help India to achieve higher ranking in FIFA.

The victory, which is the first of its kind after long years, will bolster the spirit of sportspersons in the country.

We wish the Indian Football Team all success in such future events to come.

SHRI SANTOSH BAGRODIA (RAJASTHAN): Mr. Deputy Chairman, while endorsing whatever Bhandariji has stated, I would like to mention that one Shanti Devi's gold chain was supposedly snatched near Manas Ramnath Temple. If it was near a temple, there must be a policeman. But what was that policeman doing? We don't know. What have they done? It was said that one Salim Ilyas alias Aurangzeb tried to snatch it. The public beat him up. After that one ASI, L. B. Singh, and a constable, Ramchandra Rai, tied him to a motorcycle and dragged him. I think, this is like the vardiwala * in 1980, when they blinded, in the same area in Bhagalpur, 31 undertrials. All these things have been shown by all the news channels. What does the police say about it? This poor boy was taken first to the Budhya hospital in a tempo and from Budhya hospital he was taken to Bhagalpur Central Jail where doctors again treated him. But no ambulance was called for. He was treated like an animal, even worse than an animal. There are a number of animal rights organisations or NGOs which cry and shout if a dog is treated like this. This was a human being. When we talk about it, I don't know why these people are shouting. (Interruptions)...

my friend, Raviji, has mentioned, at Guhana, one dalit boy had been killed. RE. DEMAND TO LIFT BAN ON SEA CUCUMBER FISH

SHRI D. RAJA (TAMIL NADU): Sir, I am drawing the attention of the House on a very urgent issue. Several hundreds of fishermen have come from Tamil Nadu and they are sitting on a dharna at Jantar Mantar. They have got a very genuine demand. There is a ban on a particular fish. It is called Sea Cucumber. In the year 2001, the Ministry of Environment and Forests banned certain items of fish. One of them is Sea Cucumber. Sir, this ban affects the livelihood of several thousands of fishermen in Tamil Nadu. These people are very poor and they have to depend upon this Sea Cucumber. There is no ban on this fish in Sri Lanka; there is no ban on this fish in Mauritius; there is no ban on this fish in Thailand. Why this ban continues in India? I think the Government of India, the Ministry of Environment and Forests must be reasonable. It must review its notification and the ban must be lifted without any further delay.

Sir, having said this, I must point out that in June 2005, the International Labour Organisation, ILO, has adopted a Convention on Fishermen. Sir, the hon. Labour Minister is sitting here and I need his attention also. The Government of India is a party to the ILO Convention on Fishermen. The Government of India must ratify it. It is yet to ratify it. It is yet to create some legal structures to implement it. Why is this delay on the part of the Government of India? The fishermen constitute a substantial part of our population. They are very poor and they live in very horrible conditions. In fact, today, there was a Starred Question in my name. Through that, I wanted to ask the Prime Minister about the coastal zone and other things. Sir, there is a Committee headed by Mr. Swaminathan. Nobody knows what that Committee did and what report was given by this Committee. The reply given was, there is no such notification. Why is the Government dithering on such matters? These are all matters concerning the basic life of the poor people, the toiling people. Why should the Government delay on such matters? Why should the Government dither on such matters? Sir, in the case of fishermen, I very humbly submit to the Government of India that they must review their notification and lift the ban on Sea Cucumber without any further delay, and save the lives of these poor people...(Interruptions)...

شری شاہد صدیقی : ابھی بہار کا تذکرہ ہوا، ہریانہ میں دلتوں کے اوپر جو ظلم ہوا، اس کا تذکرہ ہوا، اس کے ساتھہ ساتھہ اتر پردیش کے آگرہ میں ہوا ہے۔ ہم وہاں پر ہمیشہ ایک ساتھہ مل کر تہوار مناتے آئے ہیں۔ ایک شب برات کی رات تھی، رحمت کی رات تھی، اس رات لاکھوں کی تعداد میں لوگ سڑکوں پر ہوتے ہوئے قبرستان میں جاتے ہیں۔ ایسے سمے میں، رات میں ٹرکوں کے آنے میں پابندی لگی ہوتی ہے، لیکن اس علاقے میں ان ٹرکوں کو آنے کی اجازت دی گئی۔ پولس نے وہاں پر ان ٹرکوں کو آنے دیا اور وہاں پر جو لوگ تھے، ان کے لئے پولس کا کوئی انتظام نہیں تھا۔ اس کا نتیجہ یہ ہوا کہ بے گناہ لوگوں کے اوپر وہ ٹرک چلا دئے گئے، جو اپنے باپ، داداؤں کی قبروں پر دعائیں مانگنے گئے تھے۔ وہ رحمت کی رات ان کے لئے موت کی رات بن گئی اور ان کو وہاں پر مار دیا گیا۔ اس کے بعد پولس کا رویہ، انتظامیہ کا رویہ نہایت افسوسناک اور خطرناک رہا اور لوگوں کے اوپر حملے کئے گئے، ظلم کئے گئے اور لاٹھی چارج کیا گیا۔ اس کے بعد مرنے والوں کے لئے ایک ایک لاکھہ کا معاوضہ دینے کی بات کہی گئی ہے، جو شرمناک ہے۔ اس طرح کے معاملات میں ہمیشہ پانچ، دس لاکھہ روپے کا معاوضہ دیا جاتا ہے۔ یہ معاوضہ اچانک گھٹا دیا گیا ہے، یہ بڑی افسوسناک بات ہے۔ اتر پردیش کے دیگر ضلعوں میں بھی کمیونل رائٹس ہو رہے ہیں، ہنگامے ہو رہے ہیں۔ ابھی سہارنپور میں مائنارٹیز کی 6 سال اور 13 سال کی دو معصوم بچیوں کو کھیت میں لے جاکر، ریپ کیا گیا اور ان کا قتل کر دیا گیا۔ پولس ان کی ایف۔آئی۔آر۔ تک درج کرانے کو تیار نہیں ہے۔ مجھے اس کی خود خبر ہے کیوں کہ میں سہارنپور جاکر معاملے کو دیکھہ کر آیا ہوں ۔۔مداخلت۔۔ یہی حال بہرائچ کا بھی ہے۔ آج اتر پردیش میں جس طرح کا جنگل راج ہے، ہم اس جنگل راج کی نندا کرتے ہیں اور ہم کہتے ہیں کہ اس کے خلاف پورے دیش کو کھڑا ہونا ہوگا ۔۔۔۔ (وقت کی گھنٹی) ۔۔۔۔ اگر دیش اتر پردیش کے جنگل راج کے خلاف کھڑا نہیں ہوگا، تو دیش کو اس کی قیمت چکانی ہوگی۔ افسوسناک بات یہ ہے کہ اتر پردیش میں دلتوں پر بھی ظلم بڑھہ گیا ۔۔۔۔(وقت کی گھنٹی)۔۔۔۔ صرف اقلیتوں پر ظلم نہیں ہو رہا ہے۔ میں اس کی نندا کرتا ہوں۔

CONCERN FOR DRUG-ADDICTED CHILDREN DYING A SLOW DEATH

DR. GYAN PRAKASH PILANIA (RAJASTHAN): A study on substance abuse among street and working children in Delhi, carried out by the NGO, CHETNA, has found that 73 per cent of the children in the age group of 8 to 18 years were drug addicts. Correction fluid is the most commonly used drug among the children. Most of them sniff the solution. Since it is not yet listed as a banned drug, children have easy access to it.

It was found that 47 per cent of the children were addicted to at least three or more drugs. Nearly 54 per cent were hooked on to correction fluid. A health assessment of the children showed that out of 63 respondents, 52.38 per cent suffered from various health problems.

According to a rough estimate, there are five lakh child workers in Delhi. The children said that they could not live without drugs. If they don't have the money, then they steal, beg or borrow. Most of them started using drugs by tasting gutka and then moving on to correction fluid, smack and ganja.

It is an irony that kids are dying a slow death while we prepare for yet another International Day against drug abuse.

It is high time that the hon. Minister for Social Justice and Empowerment take some tangible steps to save these hapless wayward children from scourge of drug abuse. (Ends)

شری شاہد صدیقی "اتر پردیش" : مہودے، آج جب ہم دیش کی آزادی کا 60 سالہ جشن منا رہے ہیں اور 1857 کی پہلی جنگ آزادی کے شہیدوں کو یاد کر رہے ہیں، تب ہمیں یہ بھی دیکھنا ہوگا کہ اس جشن میں کتنی سچائی ہے اور کتنا درد ہے۔ بہادر شاہ ظفر، جن کے بیٹوں کے سر کاٹ کر ان کے سامنے لائے گئے، تو اس بوڑھے باپ نے کہا "الحمداللہ مغل شہزادے اسی طرح سر خرو ہو کر اپنے باپ کے سامنے آتے ہیں"۔ افسوس، کہ دہلی میں نہ تو ہم نے اس مغل بادشاہ کی یاد میں کوئی یادگار بنائی اور نہ ان شہزادوں کی یاد میں۔ میں سرکار سے مانگ کرتا ہوں کہ لال قلعہ کے اندر آخری مغل بادشاہ اور ہندوستان کی پہلی جنگ آزادی کے رہنما بہادر شاہ ظفر اور ان کے بیٹوں کی ایک ایسی یادگار بنائی جائے کہ جہاں سارے دیش کے لوگ جا کر انہیں شردھانجلی دے سکیں، پھول چڑھا سکیں اور ظفر کی اس کویتا کے درد کو کم کر سکیں "دو گز زمیں بھی نہ ملی کوئے یار میں"۔

مہودے، اس کے ساتھہ ہی میں یاد دلانا چاہتا ہوں کہ دہلی کے مشہور اردو پترکار مولوی باقر، جنہیں 1857 میں انگریزوں کے خلاف قلم کی لڑائی لڑنے کے جرم میں پھانسی پر لٹکا دیا گیا تھا، آج بھی اس شہرمیں اپنی کسی یاد سے محروم ہیں۔ میں کیندریہ سرکار سے انورودھہ کرتا ہوں کہ "دہلی اردو اخبار" کے سنپادک مولوی محمد باقر کی یاد میں دہلی کے اردو بازار یا جامع مسجد کے سامنے کی جگہ میں ایک یادگار اسمارک بنایا جائے۔ یہ اسمارک صرف شہید آزادی مولوی محمد باقر کی یاد میں نہیں، بلکہ ہر اس پترکار کی یاد میں ہوگا، جس نے اپنے قلم کو تلوار بنا کر انگریزی ظلم و ستم کے خلاف جہاد چھیڑا۔

NON-PAYMENT OF ACCESS DEFICIT CHARGES TO

SHRI AMAR SINGH (UTTAR PRADESH): Sir, I wish to bring to the notice of this House that Central Bureau of Investigation had taken up a preliminary enquiry in early 2006 in a case of non-payment of Access Deficit Charges to BSNL and MTNL by Reliance Infocomm Limited by illegally tampering with the Caller Line Identification of incoming international calls.

Based on the outcome of preliminary enquiry, the CBI registered FIR on 30-08-2006 in Chennai against M/s Reliance Infocomm Limited and its officials also.

I am given to understand that even after one year of registration of the regular case, the culprits have not been brought to book. The accused persons have not been called even for investigation as yet.

Sir, undoubtedly, the matter is of sufficient public importance as the Government have been cheated for hundreds of crores of rupees by the Company. I would request the hon. Prime Minister to call for the facts of the case from the CBI and inform the House at the earliest.

DEMAND FOR UNIFORM WELFARE PACKAGE TO ALL BATTLE CASUALTIES

 

SHRIMATI BRINDA KARAT (WEST BENGAL): The 1.13-million Army has sought a "uniform welfare package" from the Government for "all battle casualties" on a par with the "much higher" amounts given to the next of kin of the 527 soldiers killed and around 1,400 wounded during the Kargil conflict.

The Army has raised this issue in the past also but to no avail, with the Government drawing a distinction between casualties in war and those arising out of counter-insurgency operations on the basis of "different levels of risk", "intensity of action" and the like.

"The family of a soldier killed during Kargil conflict got around Rs.19.30 lakh, which included Rs.10 lakh ex gratia amount from the Union Government and other special benefits," but in other operations, including the relentless counter-insurgency ones in J&K and the North-East, the amount for "fatal" cases roughly works out to be around Rs. eight lakh.

The soldiers injured during the Kargil operations got Rs. three lakh to Rs.6 lakh, as ex gratia payment, depending on the percentage of disability, which further went up with special benefits. In other operations, the ex gratia figure stands at Rs. one lakh.

Why should the lives of soldiers killed battling terrorists be any cheaper than the ones who died while fighting Pakistani intruders during the 1999 Kargil conflict? I, therefore, urge upon the Government to give order for "Uniform welfare package" to all patriotic soldiers who laid down their lives. (Ends)

SHRI TARLOCHAN SINGH (HARYANA): Sir, I want to remind the Government of India to properly honour those who participated in the freedom movement at the time when the British Government was in power. In this House, on two or three occasions, I raised the issue of Ch. Devi Lal, the former Deputy Prime Minister, who joined the freedom movement at the age of sixteen. He belonged to a rich land owning family. He was in the same jail where Sardar Bhagat Singh was lodged. He remained in the freedom movement and suffered heavily till India achieved freedom in 1947. He remained a Minister when Sardar Pratap Singh Kairon was the Chief Minister of Punjab. He was responsible for getting a separate State of Haryana which was carved out of Punjab in 1966. Thrice he was the Chief Minister of Haryana before becoming the Deputy Prime Minister of India. He was elected to be the Prime Minister of India, but, he immediately made Shri V.P. Singh as the Prime Minister.

Ch. Devi Lal occupied Bungalow No.100 in Lodhi Estate as Member of Rajya Sabha where he breathed his last five years ago. The Government of India has recently given permission to make Memorial for Shri Kanshi Ram in a bungalow on Gurudwara Rakab Ganj Road. I request that Bungalow No.100, Lodhi Estate should be given to Jan Sewa Trust formed by Ch. Devi Lal for a proper memorial.

REQUEST FOR ENHANCING RATE OF INTEREST

ON PROVIDENT FUND DEPOSITS

SHRI C. PERUMAL (TAMIL NADU): Sir, the announcement of the Government that the EPF interest rate of 8.5 per cent, as in the last year, will continue this year, is a great disappointment to crores of employees. The Government, once again, proved that it has taken a decision against four crore PF subscribers. The consolidated PF amount, along with interest, at the time of retirement would be a life- saving and life-running source to those employees during their rest of life. Several banks are now paying up to 9.5 per cent interest on deposits for more than three years. Even 10.5 per cent interest is being given on the deposits of senior citizens. But employees' funds are locked for periods ranging between 20 and 30 years in the PF account. But the PF subscribers are not benefited considerably from their long-term deposits in the PF account. Hence, I request the Government to take necessary action to enhance the PF interest rate to 10 per cent to protect the employees' life structure after their retirement. If it is unable to enhance the PF interest to such a level, at least keep the earlier interest rate of 9.5 per cent. There are many other sources for the Government to increase the fiscal capacity. On the contrary, to tackle the general fiscal deficit of this Government, the Government should not snatch the benefit of the middle-class employees to whom the consolidated PF is the only source for survival. Hence, once again, I request the Government to take necessary steps to enhance the PF interest rate to protect the employees. (Ends)

CONCERN OVER TAKING OFF TURBANS AT AIRPORTS IN AMERICA FOR IDENTIFICATION OF VISITORS

 

DR. M.S. GILL (PUNJAB): Sir, I wish to make a special mention of the news in the Tribune dated 22.08.07. In America, the US citizens and visitors are being made to take off their turbans at airports for identification. This is insulting, humiliating and technically not necessary. Will such a method be applied to our Prime Minister and Members of Parliament like me?

I wish to raise this matter, in the House, to seek the protection of our Parliament to this small minority. Thank you. (Ends)

CONCERN OVER RESTRICTION ON MINING OF SAND ALONG RIVERBEDS OF COASTAL KARNATAKA

 

SHRI JANARDHANA POOJARY (KARNATAKA): Sir, the traditional boatmen of Dakshin Kannada, Udupi and Uttara Kannada districts have pleaded for permitting them to mine sand from riverbeds in coastal Karnataka through amendment of the CRZ Act.

These 25,000 boatmen, mostly hailing from socially and economically weaker sections of the society have been mining sand along the riverbeds stretching 100 kms., using their small wooden boats manually for generations. The CRZ Notification has deprived them of their only source of income and driven them to the brink of starvation. But, such restriction is not applicable to mining shells, which also involves excavation of sand along with the shells. Thus discrimination is being meted out between the boatmen engaged in sand mining and shell collectors.

This restriction has resulted in accumulation of sand/silt in the riverbed resulting in floodwaters frequently inundating fields and destroying property in the surrounding areas. Further, removing sands manually a few feet deep does not harm the environment/ecology since flow of sand into the river is a continuous natural process.

Further, Mangalore and its surrounding areas are fast developing with the setting up of a number of large PSUs, including the upcoming SEZ and an ONGC project. This is boosting the construction activity. Prevention of sand mining would result in scarcity and escalation in construction cost.

Therefore, the Centre may suitably modify the CRZ Notification and permit the traditional boatmen to mine sand from the riverbeds of coastal Karnataka and other States and help restore their livelihood. Thank you. (Ends)

NEED FOR ENHANCED BENEFITS TO ANGANWADI WORKERS

SHRI MATILAL SARKAR (TRIPURA): Sir, the Anganwadi workers of the country are entrusted with a great responsibility of protection and development of children and mothers brought under their care. The nature of their jobs is, no doubt, noble but it is multifarious and difficult. They have to perform a key role in the primary build-up of future citizens of the country. The care of mothers starts from the pre-natal stage and continues up to a considerable period of post-natal stage as well. Besides taking care of children and mothers, they are also required to get associated with some obligations of office works. For doing this, the ICDS workers are required to devote themselves to the task of providing nutrition and removing the health hazards of children as well as upkeeping the good health of mothers, thus spending a large span of time in a day. In return, they get a meagre amount as their salary. They are debarred from other benefits that regular employees generally get. It is not a desirable thing to compel them to lead such a miserable life in exchange of the noble deeds that they perform.

I, therefore, emphatically urge upon the Central Government to immediately declare them as regular employees, announce regular scales of pay for them and introduce other facilities that the regular employees of the Government enjoy in similar status of jobs. (Ends)

DEMAND FOR SHIFTING BARBED-WIRE FENCING ON INDO-PAK BORDER TO EXTREME BORDER

 

SHRI T.S. BAJWA (JAMMU & KASHMIR): Sir, the fencing on border in Jammu and Kashmir is creating a lot of problem to local inhabitants and particularly to farmers. The fencing has been erected behind the border and thousand hectares of cultivated land and more than one hundred villages are across the fencing. The farmers have to go to their fields after crossing the gates put on border. Gates are opened on fixed time and farmers, especially women folk, are facing inconvenience in crossing the gates.

Whereas Pakistan is constructing protecting bandh on extreme border, it has encroached some piece of our land to straight line their bandh.

Sir, the purpose for which the barbed wire fencing has been erected is not served as infiltration is still continuing. Shifting of fencing on extreme border is the only solution to prevent infiltration and mitigate all hurdles of farmers of border areas.

Sir, many families of these villages whose lands are acquired by the Government in Jammu and Kashmir sector have not been paid compensation fully. Farmers' only source of income is agriculture which has been damaged partially or completely. The education of their children is facing a setback because of lack of proper regular income. The eligible members of such families should be provided employment also. Therefore, I urge the Government to kindly shift barbed fencing to extreme border so that farmers may go to their fields to work freely as there would not be any necessity of putting gates after shifting the barbed wire fencing. DEMAND FOR APPROVAL OF AMENDMENT TO PREVENTION OF FOOD ADULTERATION ACT, 1954

 

SHRIMATI SUPRIYA SULE (MAHARASHTRA): Sir, whether the Maharashtra Government had submitted a proposal to amend the Prevention of Food Adulteration Act, 1954 vide letter NO.GSA/Bill/2006/AS/1019 dated 16th May, 2006.

The Home Ministry had sought comments from the Ministry of Health and Family Welfare and the Maharashtra Government's letter dated 13th October, 2006 has requested the Ministry of Health and Family Welfare to expedite its comments and the State Government has been reminding all Departments of Government to take immediate necessary measures in this regard as the Bill on the above mentioned subject requires assent of President of India.

The proposal is still pending with the Union Home Ministry and the Ministry of Health & Family Welfare and the Central Government has not raised any queries.

As the matter is pending for a long time and no action has been taken by the Union Home Ministry, I, therefore, urge upon the Ministry of Home and Health & Family Welfare to kindly expedite the case so that the Government of Maharashtra is in a position to take further action.

NEED TO TAKE EFFECTIVE STEPS FOR CONSTRUCTION OF AIRPORT IN PAKYANG NEAR GANGTOK IN SIKKIM

 

SHRI O. T. LEPCHA (SIKKIM): Hon. Chairman, Sir, I would like to draw the attention of this august House towards construction of airport in Pakyang in the State of Sikkim. Sir, Sikkim, the twenty-second State of India joined the mainstream of the nation on 16th May, 1975. It is not only gifted with natural beauty but it is a very upcoming State with a huge scope for industrial and tourism developments. Sikkim, being a border State, is covered by three countries namely, China, Nepal and Bhutan. We have fully integrated, both emotionally and physically, with the Indian Union. Sir, it is a matter of grave concern to all of us that even after the lapse of six decades of India's independence; Sikkim State which is the symbol of natural integration, peace and prosperity, is unfortunately, so far not connected with air-link and rail-link. Sir, there is a need to construct an airport in Sikkim. For construction of airport in Pakyang in Sikkim, 200 acres of land is available and an amount of Rs. 100 crores has also been allocated by 11th Finance Commission; and a foundation-stone was laid by former Vice-President of India Late Shri Krishan Kant on 6th April, 2002. But, Government has done nothing till date in this regard. It is a very serious matter and the Government should think and give justice to the people of Sikkim. It is an injustice towards the Sikkimese people. The Central Government should formulate a time-bound programme and take up this matter as a National Policy programme. I, therefore, urge upon the Central Government to take urgent and effective initiatives in this respect. Thank you. (Ends)

URGENT NEED TO TAKE MEASURES TO REDUCE

ATROCITIES AGAINST CHILDREN

 

SHRIMATI N.P. DURGA (ANDHRA PRADESH): Sir, as per the recently conducted survey, jointly, by the UNICEF, Save the Children and the Government of India, in 13 States of the country, 70 per cent of children have suffered physical harassment once. The physical harassment is highest in Andhra Pradesh with 64 per cent and lowest in Rajasthan with 51 per cent. Children between the age group of 5-12 are mainly targeted for physical harassment. Even in this, A.P. is first in the country with 55.17 per cent of children being harassed. Even if one takes physical punishment given to children into account, 65 per cent are suffering physical punishment in the country and, again, A.P. stands atop with 71 per cent physical punishment given to its children. In the age group 5-12, 55 per cent of children in A.P. are being given physical punishment.

It is shocking to note that one out of every two children in the country is suffering sexual abuse and one in every five children is suffering serious sexual abuse. On sexual abuse front also, A.P. stood first with 55 per cent sexual abuse on boys and 46 per cent on girls. There is some silver lining for A.P. as far as sexual abuse on children between the age group of 5-12 is concerned. In this, the State stood at third place. The other startling feature of the report is that 83 per cent of children are facing psychological abuse from their parents.

So, I request the Government of India to take, in coordination with States, Ministry of HRD, NGOs, etc., necessary measures to bring down child abuse in the country and also request to strictly implement the child abuse Acts so that atrocities against children come down.

DEMAND TO DECLARE GOA AS INDEPENDENT TELECOM AND POSTAL CIRCLE

 

SHRI SHANTARAM LAXMAN NAIK (GOA): Sir, Goa is an independent State within the Union of India. However, despite the constitutional status, it has been made as a part of the State of Maharashtra, by the Ministry of Communications, by including Goa in Maharashtra Circle, for the purpose of telecom and postal services and also by declaring Goa as a telecom and postal district.

I would like to submit that the Ministry cannot derecognize indirectly the Constitutional status of Goa on grounds of smallness in terms of population or size of its territory. According to my information, the BSNL has decided to shut down the call centres set up in Panaji, although Goa is having over three lakh subscribers in the 13-lakh-population State.

Being a tiny State, with an area of hardly 3,702 sq. kms., Goa has been included in the Maharashtra circle by the BSNL, with its headquarters at Mumbai. However, the tourist State has around two lakh landline subscribers, around 76,000 mobile users as well as around 5,000 WLL Tarang subscribers, besides around 24 lakh tourists visiting the State annually.

In order to reduce the congestion at Pune headquarters, the BSNL had decided to set up a separate Main Switching Centre in Goa. However, without providing any proper justification, it was shifted to Kolhapur last year. Similarly, the Switching Centre of the Wireless Local Loop service, called Tarang, was also shifted to Kolhapour this year.

I would like to appeal to the Government to declare Goa as an independent Telecom Circle, also as an independent Postal Circle and restore the facilities to Goa which have been diverted to elsewhere. Thank you. (Ends)

DEMAND FOR RE-OPENING KURKUNTA UNIT OF CEMENT CORPORATION OF INDIA IN GULBARGA, KARNATAKA

 

shri k.b. shanappa (KARNATAKA): Sir, the Kurkunta Cement Factory, at Sedam, Gulbarga, Karnataka, owned by the Cement Corporation of India was closed down in the year 1998. A total of 450 employees were paid under the V.R.S. But 120 contract labourers, working under contractors, in packing house and coal handling department, have not been given any arrears at par with permanent labourers. They have not even been paid their Provident Fund and even 20 per cent bonus, which have legally to be paid to them. They have been on relay hunger strike, in front of the factory, for the last 1042 days. Their demand is that they should be treated at par with the permanent employees, and all the benefits should be paid by the Kurkunta Cement Factory management because they are the principal employers. Ten labourers had approached the Central Labour Commissioner, Bellary, demanding that all their wages and arrears be paid to them, which was upheld by the Labour Department, Bellary. Orders were issued to the Deputy Commissioner on 29th December, 2003 to confiscate the revenue land of the Corporation and arrears be paid to all the labourers. But, till now, nothing has been done in this regard.

I, therefore, request the Government to resart the Kurkunta Cement Factory as early as possible to avoid the unemployment problem in Hyderabad-Karnataka region, which is a backward district of Karnataka. I also urge the Ministry of Labour, Government of India, to intervene in this regard. (Ends)

شری ابو عاصم اعظمی "اتر پردیش" : مہودے میں سرکار کا دھیان ممبئی کی کھچا کھچ بھری لوکل گاڑیوں اور ان میں جانوروں سے بھی بدتر سفر کرنے والے ممبئی واسیوں کی اور آکرشک کرنا چاہتا ہوں۔ جغرافیائی نظریے سے ممبئی میں ویاپارک پرتشٹھان سرکاری و غیر سرکاری دفتر ساؤتھہ ممبئی دادر سے ممبئی سی۔ایس۔ٹی۔ فورٹ، کالبا دیوی، نریمن پوائنٹ، چرچ گیٹ، قبالہ وغیرہ علاقوں میں ہے جبکہ رہائشی علاقے پچھم اپنگر میں بوری-ولی سے لے کر ورار، پال گھر، دہانو تک سینٹرل ریلوے میں کلیان سے انبرناتھہ، کرجت، کسارا تک اور ہاربر ریلوے میں واشی، بیلاپور تک بنتے جا رہے ہیں۔ اس طرح لوکل گاڑی کی اس تینوں سروسز میں صبح کام پر جانے کے لئے اور شام کو گھر لوٹتے وقت زبردست بھیڑ رہتی ہے۔ حالت یہاں تک بدتر رہتے ہیں کہ ویسٹرن ریلوے میں میرا روڈ اور سینٹرل ریلوے میں ممبرا اسٹیشن پر مسافروں کو گاڑی میں گھسنے کے لئے جگہ نہیں مل پاتی ہے۔ حال میں ریلوے منتری شری لالو پرساد نے بوری-ولی سے ورار تک لوکل سروسز کی چار لائنیں بچھانے کے کام کا ادگھاٹن کیا اور اس روٹ پر ایڈیشنل گاڑیاں چلانے کا اعلان کیا۔ لیکن ریلوے منتری کے اعلان کو مہینوں بیت گئے ہیں، نہ تو ورار کے لئے ایڈیشنل گاڑیاں شروع کی گئیں اور نہ ہی بوری-ولی سے ورار تک بنائی گئی تیسری-چوتھی لائن پر لوکل گاڑیاں چلائی جا رہی ہیں۔

میں سدن کو یہ بتا دینا چاہتا ہوں کہ اس روٹ میں بھاری بھیڑ ہونے کی وجہ سے روزانہ پانچ مسافروں کی موت ہو رہی ہے۔ اسی طرح کی حالت سینٹرل ریلوے کی بھی ہے۔ میری مانگ ہے کہ ریلوے منتری ممبئی کی لائف لائن بن چکی لوکل ٹرین سیوا میں سدھار لائیں۔ اس کے علاوہ بوری-ولی سے ورار تک بنی تیسری-چوتھی لائن پر گاڑی چلا کر لوگوں کی پریشانی دور کی جائے، میرا روڈ ممبرا سے خاص لوکل ٹرین شروع کی جائے اور گاڑیوں کی تعداد بڑھائے جانے کے لئے ضروری انسٹرکشنس ریلوے منتری کی طرف سے جاری کی جائیں۔ سرکار کی اچھی طرح سے معلوم ہے کہ ریلوے کو ملنے والے منافع میں ممبئی کا سب سے بڑا یوگدان ہے اور ممبئی ایک مہا نگر ہی نہیں بلکہ منی ہندوستان ہے، جہاں ہندوستان کے ہر علاقے سے لے کر دنیا بھر کے لوگ بستے ہیں۔ اس لئے سرکار کو ممبئی کی لوکل ٹرینوں کے سدھار کے لئے جلد قدم اٹھانا چاہئے۔

"In pursuance of sub-section(2), of section 8A of the Customs Tariff Act, 1975, read with sub-section (3) of section 7 of the said Act, this House approves of Notification No. 81/2007 -- Customs, dated the 3rd July, 2007 [G.S.R. 462(e), dated the 3rd July, 2007] which seeks to amend the First Schedule to the Customs Tariff Act, 1975 so as to enhance the rate of customs duty applicable to goods falling under heading 2204 or 2205 or under tariff item 2206 00 00 from '100%' to '150%'."

THE APPRENTICES (AMENDMENT) BILL, 2006

"That the Bill further to amend the Apprentices Act, 1961 be taken into consideration."

 

Mr. Deputy Chairman, Sir, as the hon. Members are aware that a large number of persons undergo apprenticeship training in various industrial establishments, under the Apprentices Act, 1961, in order to become more employed. The National Apprentice Scheme was started way back in 1959 on voluntary basis to prepare skilled manpower for industry by using training facilities available in the industry.

SHRI OSCAR FERNANDES (CONTD.): As the response from the industry was not enthusiastic, the Government felt it necessary to regulate the Apprenticeship Training Scheme by enacting the Apprentices Act, 1961 which came into force on 1.3.1962. Initially, the Act was envisaged for providing training to the school leavers as trade apprentices, but it was further amended in 1973 to include training of graduate and diploma engineers as graduate and technician apprentices.

With the passage of time, importance of apprenticeship training amongst the user industry grew manifold and the need was felt to enlarge the scope of the Apprenticeship Training Scheme for the benefit of industry by bringing training of 10+2 vocational scheme as Technician Vocational Apprentices by further amending the Act in 1986. It is my pleasure to inform you that my Ministry is making continuous efforts to make Apprenticeship Training more responsive to the needs of the industry, and, in this regard, the Act was further amended in 1997 to improve the performance of the Apprenticeship Training Scheme qualitatively and quantitatively.

The Apprenticeship Training is now being implemented in 159 trades in 23,800 industrial establishments in 254 groups of industries. Out of 2.58 lakh seats allocated for apprenticeship training, 1.85 lakh youth are undergoing apprenticeship training for gainful employment. I would also like to share with you that apprenticeship seats are also reserved for youth belonging to SC/ST categories. The duration of apprenticeship training period varies from six months to four years and stipend is paid to apprentices per month, which varies from Rs. 1090 to Rs. 1620 per month.

The Central Apprenticeship Council, a tripartite and apex statutory body, which advises the Central Government on all policy matters in apprenticeship training, in its 29th meeting held on 29.10.2002 under the Chairmanship of the Minister of Labour made the following recommendations: -

                        to provide reservation for Other Backward Classes (OBCs) under the Apprentices Act, 1961 because the Central Government as well as various State Governments have made reservation for OBCs in the matter of employment and it became necessary to consider reservation for OBCs for admission in Industrial Training Institutes, and also for engagement of Apprentices under Apprenticeship Training Scheme to meet the requirement of skilled/semi-skilled workers belonging to OBC in employment.

                        to amend the Apprentices Act, 1961 to provide for imparting of related instructions by the employers instead of appropriate Government because the cost of related instructions which is reimbursed at the rate of Rs. 30 per month per apprentice by the appropriate Government to the establishments is only 2 per cent of the monthly stipend paid by the establishments to trade apprentices. It also involves disproportionate amount of paper work, which encourages establishments to forego reimbursement of the cost of related instructions.

                        to enhance flexibility up to 50 per cent in the matter of engagement of apprentices in a trade provided that overall quota fixed for the establishment remains the same as it will facilitate the industry to engage apprentices keeping in view more realistic employment potential, training facilities, and other relevant factors.

                        These are important amendments proposed through this Bill. I hope that the hon. Members will support the above recommendations proposed by me wholeheartedly in order to make the Apprenticeship Training Scheme more relevant to the growing need of the industry. Further, it will also make the Scheme demand-driven and user friendly. With these words, I commend the Bill for consideration of the House.
