SHRI DWIJENDRA NATH SHARMAH (ASSAM): Sir, I thank you for giving me this opportunity to speak. Sir, flood in the country this year has affected many States. Previously we have been observing that flood was almost an annual feature particularly in the State of Assam. But this year it has been observed that Assam, Bihar, Andhra Pradesh, Madhya Pradesh, Rajasthan, West Bengal, Orissa, Gujarat, Kerala, almost all the States have been affected by floods, maybe, some for a short period and some for a long period. I would like to speak on certain points with which my State is concerned, particularly the flood which has affected my State this year. Sir, the flood in Assam is a perennial problem. After the 1950 earthquake the riverbeds of Brahmaputra and other tributaries have come up and because of that since 1950 Assam is facing every year very devastating flood and by which lakhs of people have to lose their houses and the economy collapses. At the same, it becomes very difficult to make the economy grow in the State of Assam. This year, Sir, you will be surprised that out of 27 districts, 26 districts have been affected. Sir, 5962 villages, and 66.17 lakh people have been affected in the last flood. We have lost 27 human lives in this flood and the total area affected this year is 8.66 hectares. The crop area, which has been affected, is 3.54 lakh hectares and 9291 houses have been damaged this year in the recent flood.

SHRI DWIJENDRA NATH SHARMAH (CONTD.): Breaches to embankments were 69. Number of PWD roads damaged were 773. Number of temporary wooden bridges damaged were 66, number of bridge approaches damaged were 461. RCC bridge approaches damaged were 25. Number of breaches on PWD roads were 54. Total length of PWD road breaches were 1256 metres. These are the effects of recent floods this year. Sir, we have been this mentioning for a long time and several times in this House also I spoke on floods. In the last Session also, I spoke on floods of how my State was suffering because of this devastating flood. Now, the problem is, we have to see how we can control this devastating flood, this dangerous situation which our people face from time to time. One thing is, we have been observing that embankments have been constructed in different rivers but that has not given result and there is breach of embankments every year. Lot of money has been spent after independence for controlling floods but people are not getting any result and it is increasing day by day. The most affected people are the village people, particularly, the farmers, the cultivators who lost all their standing crops, houses etc. at such a time. Now, we have to see how we can control this situation, how we can come to a permanent solution of this problem, how we can control floods in our State. The only thing is, some experts say that raising of rivers, deepening of rivers is most important at this stage because silting of rivers have created such floods. All the rivers, embankments and the riverbanks have become equal. It has come to such a stage that when there is rainfall, water immediately crosses the embankments and the whole area is flooded. This year also we have seen rainfall in Assam. It was 835 mm during June and July. In Arunachal Pradesh it was 921 mm during June and July. We are very much nearer to Arunanchal Pradesh. The rain which comes to Arunachal Pradesh immediately comes to the valley of Assam and it creates flood. Another cause of flood is deforestation in the hilly areas and deforestation in different parts of the hilly states. Since deforestation has created floods in Lakhimpur and other districts, they feel that power projects have sensed the ecology in that area because of huge construction of power projects. Our people think it may not be correct but there is an apprehension that those projects have also created floods this year in Lakhimpur districts and Dhemaji districts of Assam. Now, Sir, we think that a permanent solution for this problem is necessary for the State of Assam and a solution which can help us should be considered by the Government so that our people are saved from this annual dangerous situation which happens in Assam every year. Now, Sir, dredging of Brahmaputra river and tributaries is very essential at this point and, I hope, the Government will take up such programmes so that dredging can be taken up and silts can be removed from the rivers and one permanent fund is necessary. Since it is happening every year one permanent fund is necessary for Assam by which immediate action can be taken so that people who are affected by flood every year can be given relief immediately. Though there is an annual relief system, though there is a Central Government Fund but there are certain essential, certain emergency measures are necessary for which a special fund is necessary for Assam so that at that point of time our people can get relief and shelter when they are suffering because of floods.

They had assured that all possible steps would be taken for relief and rehabilitation of the flood-affected people. Sir, I don't want to take much time, but I would request the Government to go for a permanent solution for controlling the river Brahamaputra and its tributaries so that we can save our people, we can save our cultivators, we can save our farmers from the devastating effects of floods. SHRI MOINUL HASSAN (WEST BENGAL): Sir, thank you very much for having given me this opportunity.

Sir, today is the 14th August. Tomorrow, the nation is going to celebrate the 60th year of its Independence. But with a heavy heart, I would like to say that lakhs of our fellow citizens have lost their everything due to natural calamities, floods, landslides, etc., which have occurred in different parts of the country. Today, we have received a book published from the Government which states that nearly ten States are affected by severe floods. Some of our colleagues have already narrated the severe flood situation that is prevailing in Bihar, Assam and other parts of the country. On this occasion, I would like to say that, very recently, the United Nations in an observation said, "It is the worst flood in living memory". It is related to India; it is related to Bangladesh also. In this august House, Sir, today, we are discussing the flood situation which is prevailing in different parts of our country. We are discussing repeatedly this tragic situation which takes place every year; we are talking about measures which we have taken; we are talking about relief and rehabilitation; and we are going to put the blame on each other for this. Discussions take place repeatedly in this august House on this subject. The Government promises that it would provide all sorts of help to the concerned State Government, to the affected people, to farmers, to all those people who have lost their means of livelihood. But where is our planning, where is the implementation of our planning which we repeatedly promise every year? Sir, floods come every year; discussions take place and the same thing happens next year also.

So, Sir, my first point is, at the threshold of the 60th year of our Independence which we are going to observe tomorrow, we should try our best to scrutinise our promises and commitments which we have made to the nation. Sir, a mention has already been made in this august House by the hon. Members as to what is happening in Assam, Bihar and UP. I will come to those States a little later. At present, I would like to speak about one of the Southern States, which has been badly affected by rains and floods, and that is Kerala. Till date, 252 people have lost their valuable lives due to it. (ENDS)
