It is as if we are taking away Thorium and the Thorium potential is reduced. He has said like that. The most important point is, he said something about the medial line. The 1976 Indo-Sri Lanka Agreement says, the medial line between Sri Lanka and India is a territorial line. This is a territorial line of both India and Sri Lanka. In fact, we are re-asserting our position. Usually, what is the territorial jurisdiction world over? It is 12 miles, approximately 22 nautical kms. But, here in Palk Strait area, what we have established is 30 kms, which is more than 21.6 nautical miles. We have reestablished our 1976 Agreement. TOTAL ERADICATION OF MANUAL SCAVENGING SYSTEM

SHRI B.K. HARIPRASAD (KARNATAKA): Sir, I had raised earlier on the floor of this august House, the issue of total eradication of manual scavenging in the country. Yet, there seems to be no sense of commitment or urgency on the part of the Ministry to address this social evil which still remains as a blot on our social fabric.

The legislation with high social intent - 'The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act 1993 - is in force in many States and UTs. But this has achieved little with a huge sum of more than Rs. 325 crores still lying unspent with the States/UTs for implementation of the Schemes.

The clock is ticking down to the deadline set by the Planning Commission for total eradication of manual scavenging by 2007, under its national action plan. The cursed lot of 6.76 lakhs of manual scavengers (unofficial estimates put it at more than 13 lakhs), still waiting for their salvation, need to be liberated from this inhuman bondage and I urge upon the Centre to enforce this deadline at any cost. NEED FOR WITHDRAWING USE OF GLOBALLY BANNED INSECTICIDES IN ANDHRA PRADESH

 

SHRIMATI N.P. DURGA (ANDHRA PRADESH): Sir, recently, the Government of India has given permission for use of globally banned insecticides with a rider to observe its ill effects. Insecticides such as Atrazine, Butaclar, Canbon-de-gem, DDUP, Mancojeb, Monochrotophas, Pendimethalin, Quinalphas, etc., have all been banned in other countries, but are now being allowed in India. These are being used in spite of the fact that an Expert Committee of Central Insecticides Board submitted its report saying that above insecticides are dangerous not only to human beings but also to ecology. Giving deaf ears to this Report, the Government of India has issued orders to the State to use above deadly insecticides with guidelines that are practically impossible to follow and asked to submit Report after their use in five years. For example, the Government of India asked not to sprinkle Atrazine where groundwater is flowing from the surface. Even if it is used, you should ensure that Atrazine is not mixed with water. Butaclar should not be used on rice fields which are located near aqua ponds. After spray of DDUP, farmer should ensure that it remains in air only for eight hours a day. Monochrotophas should not be sprinkled on vegetables.

This is all being done due to pressure from insecticide companies, and in Andhra Pradesh insecticides are being used extensively. Hence, I request the Government of India to immediately withdraw these globally banned insecticides which otherwise ruin our farms and ecology. Thank you, Sir. (Ends)

CONCERN OVER INCREASING PENDENCY OF CBI CASES AWAITING TRIAL

 

DR. GYAN PRAKASH PILANIA (RAJASTHAN) : The CBI is the sword-arm of the Central Government to combat corruption. But, recently released official statistics show that the edge of the sword is getting blunt. In 2006, the CBI had 8,297 cases awaiting trial after completion of investigations against 6,898 in 2005. Out of above, over 2,276 cases have been gathering dust in various courts for more than 10 years now, with 244 of them pending trail for over 20 years. The CBI has 438 cases in which charges have not been framed by the designated courts for over 10 years. A total of 113 cases were pending investigation at the end of 2006 for want of sanction for prosecution from different departments.

According to the CBI, high-level corruption was widespread in 2006 with the agency booking 1,917 public servants from different government agencies. Nearly half of the public servants (941) charged were gazetted officers, of whom 25 were of the level of Joint Secretary and above. Out of the 1,156 cases registered in 2006, the highest was reported from the Customs and Central Excise Department followed by Posts (57), Railways (54) and MCD (37).

The above alarming scenario shows that while corruption is increasing, prosecution is languishing and the number of pending trials is increasing. Hence, I would request the Hon'ble Prime Minister to initiate corrective steps on a war-footing. (Ends)

THE LEADER OF THE HOUSE (DR. MANMOHAN SINGH): Mr. Chairman, Sir, traditionally, this has been the most important Session of Parliament. We begin the year with the Statement of Policy by the hon. President followed up by a comprehensive Statement of Financial Policies and Economic Policy by the Finance Minister. What has been achieved in this Session, I would not like to comment on it. But, I would be less than honest if I were to suppress my feelings that everything is not right with the way our Parliamentary system is functioning. I am not apportioning blame on anyone, but I think, Sir, the time has come when all of us should reflect on what has been happening in this House. There was a time when Parliament did make a serious effort to redress some of the problems, which had crept into the functioning of Parliamentary system. At the time of the 50th anniversary of our Independence, this very Parliament had adopted a code of conduct which lays down that Members will never disrupt the Question Hour, which lays down that Members will never walk into the Well of the House. All those things seem to have been forgotten. I am not apportioning blame on anyone, but I think, it is our solemn duty as Parliamentarians to reflect on what has been going, whether it does enhance the standing of Parliament in the eyes of our people or not. With these words, Sir, I would like to thank you profoundly. Your wisdom, your knowledge, your experience, your patience and perseverance have been our greatest assets. I thank you for your magnanimity, for your generosity, from the core of my heart. To the hon. Deputy Chairman and to the Panel of Vice-Chairmen, to the Secretary General, to the staff of the Rajya Sabha, to my esteemed friend and colleague, the Leader of the Opposition, Shri Jaswant Singhji and other leaders of various political parties, I wish to express my thanks and gratitude. I hope that the next Monsoon Session will take place in cooler and calmer atmosphere and that we will see less repetition of what has happened in the course of this Budget Session. Thank you. (Ends)
