RE : REINSTATEMNT OF ORIYA SIGNAGE

ON TRAINS TO AND FROM ORISSA

SHRI B.J. PANDA (ORISSA): Sir, I wish to bring to the attention of the House a shocking development which is causing a lot of protests in Orissa. Sir, in the Railways, after many years of following a practice, where trains to and from Orissa used to carry signage in three languages, that is, English, Hindi and Oriya. Very recently, Oriya signage on trains to and from Orissa have been now removed. Sir, there are millions of migrants Oriya labours that go from Orissa to other parts of the country who surely cannot be expected to know Hindi and English. Sir, this is a very emotive issue and it is particularly emotive because this has not applied to other languages in the country. For example, Sir, trains to and from Tamil Nadu continue to have signs in Tamil along with Hindi and English and that is the way it should be. Trains to and from Andhra Pradesh continue to have signs in Telugu along with Hindi and English and that is the way it should be. Sir, if there is any feeling either in the Railways or in any part of the country that Oriya as a language should not be respected this will not be tolerated by the people of Orissa. Today the technology exists to carry even multiple signages in many other languages. So, it is all the more shocking that when the technology exists and it has become much simpler to do so, now they are forcing the removal of Oriya signage on trains going to and from Orissa, which is not acceptable to anybody in Orissa. Sir, I wish to bring this to the attention of the House and to condemn this move and to ask for an assurance from the Government that this will be reversed to the existing practice where signage in all three languages, including the local language of the State, should be reinstated. ..(Interruptions)..

سر، لیکن یہ رپورٹ پچھلے سال نومبر میں آئی تھی۔ ہم نے سوچا تھا کہ 60 سال میں جو وکاس نہیں ہوا، اب بہت جلدی ہوگا، اب بہت آگے بڑھہ کرکام کیا جائے گا اور قدم اٹھائےجائیں گے، لیکن قدم نہیں اٹھائے گئے، کوئی کام نہیں ہوا، رپورٹ ڈسکس تک نہیں ہوئی، ہم مسلسل آوازاٹھا رہے ہیں کہ اسے ہاؤس میں ڈسکس کیا جائے۔ میں سرکار سے جاننا چاہتا ہوں، میں منتری جی سے جاننا چاہتا ہوں کہ آخر سچر کمیٹی کے اوپر کیا ایکشن لیا گیا ہے، اس کی رپورٹ کو لاگو کرنے کے لۓ کیا قدم اٹھائے گئے ہیں، ابھی کتنے سال انت‍ظار کریں گے؟ کیا پچھلی ساری رپورٹوں کی طرح سچر کمیٹی کی رپورٹ کو بھی ٹھنڈے بستے میں ڈالیں گے اور زیادہ سے زیادہ دکھاوے کے لۓ یہاں پر کچھہ بات کر لی؟ میں جاننا چاہتا ہوں کہ اب تک اسے implement کرنے کے لۓ کیا قدم اٹھائی گئے ہیں اور مسلمانوں کے آرتھک، سماجک اور شیکشک پچھڑے پن کو دور کرنے کے لۓ سرکار نے کیا کیا ہے؟

SHRI DINESH TRIVEDI (WEST BENGAL): Sir, only last week, the country celebrated the 150th anniversary of the First War of Independence of 1857, and we got together in the august Central Hall of Parliament to mark this anniversary.

Sir, we are very proud that the farmers were involved in fighting this War of Independence. Thanks to Shaheed Bhagat Singh, today, we have this Parliament. We also talk about Jhansi ki Rani, Mangal Pandey and Bahadur Shah Zafar. But there is one irony and the irony is that we are dependent on an Act of 1894, and, I am talking about the Land Acquisition Act of 1894.

Sir, are we so weak that we are following the Act which was passed by the Britishers to rule on the farmers and make them slave. The reason why I am standing here is to demand the scrapping of this Act because the entire country is burning, whether it is North, South, East or West, and, particularly, you can see that the farmers are out on the streets. Today, you are forcing them to commit suicide. A day will come when the farmers will take law into their own hands. We have also been discussing about the naxalites in this House, and, I tell you, Sir, that the entire farmer community is totally worked up. So, this Act must be scrapped with retrospective effect. This Parliament passed a law on Office of Profit with retrospective effect, just to save a few Parliamentarians. (Time-bell) I am demanding scrapping of this Act retrospectively to save the farmers. They are coming here, making money and developing their financial position through the market, through IPOs by selling their shares. If IDBI, IFCI, UTI or any other banks have financed a company or they have invested money in that, it is further securitised. The next step will be insurance. I would like to know whether these things will be insured or not.
