شری ابو عاصم اعظمی (اتر پردیش) : آنریبل ڈپٹی چئیرمین سر، میں سدن میں ایک اہم معاملہ پیش کرنا چاہتا ہوں کہ فرضی انکاؤنٹر میں بے گناہ افراد یا مجرموں کو قتل کر دینے کے واقعات یاپولیس حراست میں ٹارچر کے واقعات پورے ملک میں بڑھتے چلے جا رہے ہیں، اس سے ہمارے ملک کی دنیا بھر میں بے عزتی کا اندیشہ ہے اور دنیا میں ہمارا ملک ایسے ملک کے طور پر بدنام ہو سکتا ہے، جہاں فورسز کے ذریعے شہریوں اور زیرحراست افراد کے انسانی حقوق پامال ہو رہے ہیں۔ فرضی انکاؤنٹر اور حراست میں ٹارچر کے معاملات پر پورے ملک کی عدالتوں میں مقدمات دائر کئے جا رہے ہیں۔ یہاں تک کہ سپریم کورٹ میں بھی کئی مقدمات کی سنوائی چل رہی ہے۔ اسی طرح تمام ریاستوں کے حقوق انسانی کمیشن اور نیشنل ہیومن رائٹ کمیشن میں بھی انگنت شکایت درج ہیں، جن میں فرضی انکاؤنٹر کے ذریعے شہریوں کو مار ڈالنے کے الزامات لگائے گئے ہیں۔ ان شکایت کے چلتے واقعات سے یہ محسوس ہوتا ہے، جیسے وردی کی آڑ میں کچھہ ریاستوں میں سرکاری دہشت گردی کو فروغ دیا جا رہا ہے اور پولیس اور سرکاری فورسز کے کچھہ افسران دیش بھکت کی آڑ میں میڈل حاصل کرنے کے لالچ میں بے گناہ افراد کے قتل میں ملوث ہیں اور اس قتل عام کو انکاؤنٹر کا نام دیا جا رہا ہے۔ پورے ملک میں پولیس فورسز کے ذریعے شہریوں اور بے گناہ افراد کے حقوق انسانی کی خلاف ورزی اور شہری آزادی کا معاملہ بہت تشویشناک ہے۔

میری سرکار سے اپیل ہے کہ پورے دیش میں جہاں جہاں انکاؤنٹر ہوئے ہیں، ان کی سی۔بی۔آئی۔ سے یا کسی جج سے انکوائری کرائی جائے اورفرضی انکاؤنٹر کے نام پر قتل عام کرنے والوں کے اوپر قتل کا مقدمہ درج کرکے انہیں سخت سے سخت سزا دلائی جائے تاکہ اس طرح کے قتل عام پر روک لگ سکے۔

DEMAND TO WITHDRAW PRINTING OF STATUTORY WARNING OF BONE, SKULL AND CORPSE ON THE BIDI PACKETS

 

SHRI JANARDHANA POOJARY (KARNATAKA): Sir, crores of people engaged in beedi sector across the country, that is, beedi manufacturers, workers, tobacco growers, agents, vendors, etc., are on war path over the Centre's direction to the beedi manufacturers to print statutory health-warning of bone, skull and corpse on beedi packets in specified manner from 1.6.2007. Compliance of this order would lead to hike in the price of the beedi packets, resulting in reduced sales, drop in income and employment opportunities and deprivation of source of livelihood for millions of people directly and indirectly associated with the beedi industry. In Karnataka alone, there are nearly 10 lakh beedi workers. (Contd. by ysr-2b)

SHRI JANARDHANA POOJARY (CONTD.): The beedi manufacturers and workers are also resenting the step-motherly and discriminatory treatment meted out by the Centre in relation to cigarette and liquor manufacturers, which are largely controlled by MNCs and industrial houses. Though cigarettes and liquors are undeniably more injurious to health than the humble beedi, no statutory warning like the bone, skull and corpse is directed to be printed on the cigarette packets and liquor bottles, except the almost invisible fine print of 'injurious to heath' warning tucked in a corner of the packet/bottle.

Considering that beedi is relatively safer than cigarette/liquor and that the people engaged in the beedi industry mostly hail from socially and economically weaker sections of the society, particularly women, the Central Government should immediately withdraw its advisory to print statutory warning of bone, skull and corpse on the beedi packets and also reconsider its decision on imposition of VAT on beedi. DEMAND FOR SUMMER SPECIAL TRAINS FOR KERALA

SHRI ABDUL WAHAB PEEVEE (KERALA): Sir, a large number of people belonging to Kerala State are working in various parts of the country, especially in Metro cities of Delhi, Mumbai, Bangalore, Chennai, etc. Many have their ancestral houses and families and relatives in Kerala. During summer, when schools are closed, and festival period, these people go to Kerala to join their families and relatives. They have to book the railway tickets well in advance months before their date of travel and waste a lot of time and money in the process. As there are inadequate train services from these cities to Kerala to clear the heavy rush, they face a lot of problems to reach their destinations. Though the Government makes arrangements to meet the situation, they are not yet sufficient.

I would therefore request the Railways to assess the situation, especially during coming summer vacations in schools, and take all necessary steps to meet rush not only during summer, but also winter and periods of peak demand by running special trains and attaching extra coaches to existing trains when and wherever necessary. Wide publicity may be given in media regarding such arrangements for the information and convenience of passengers bound for Kerala. Thank you, Sir. (Ends)

CONCERN OVER PROBLEMS BEING FACED

BY TAMIL NADU FISHERMEN

SHRI C. PERUMAL (TAMIL NADU): Sir, the fishermen of Rameswaram, Kanyakumari, and Nagapattinam in Tamil Nadu are fishing in the deep sea for their livelihood within the territorial waters of India. They are engaged in fishing activities throughout the year to save their depending family. They are unable to fish during the rainy and breeding season. They have to manage their family with their small savings they have during the seasonal timings. The present income is not sufficient to take care of their entire family. On the other hand, they face huge harassment and threat to their lives in the mid-sea when they are engaged in fishing. The Sri Lankan Navy guarding the boundary of their sea limit are harassing the Tamil Nadu fishermen. They often indulge in firing at the Tamil Nadu Fishermen in the mid-sea causing either casualties or kidnapping. The firing and kidnapping have occurred more than thousand times. Thousands of fishermen from Tamil Nadu have lost their lives. The families, which are entirely depending on them, are being forced to live in hunger. This long pending problem is to be addressed immediately. The State and the Central Government are not taking this matter seriously. I request the Government of India through this House to take immediate steps to post Indian Navy personnel to patrol on our Indian Sea Limit to protect the life of innocent fishermen from the hands of Sri Lankan Navy. The only solution to solve the problems of Tamil Nadu fishermen will be the retrieval of Katcha Thivu. Thank you, Sir. (Ends)

CONCERN OVER ENCROACHMENT ON

LAND OF AIRPORTS AUTHORITY OF INDIA

SHRI RAJEEV SHUKLA (MAHARASHTRA): Thank you, Sir. The vast acres of land belonging to airports and Airports Authority of India are under encroachment in various parts of the country at present. As per reports, about 247 acres in Mumbai, 29 acres in Juhu, 13 acres in Nagpur, 97 acres in Hyderabad, 83 acres in Amritsar and 17 acres in Lucknow, all these precious lands are under unauthorised occupation. These lands are worth crores of rupees.

These encroachments are source of bird attraction, which causes some amount of operational risk to aircraft and they also cause security concern at the airports.

The Government should set up a separate authority in this regard for rehabilitation of encroachments and settling of local disputes and take all follow-up actions where necessary with the help of State Governments concerned. The Government should also prepare proposals for commercial utilisation of such lands. Thank you, Sir. (Ends)
