SMT. D. PURANDESWARI: Thank you, Sir. At the outset, I would like to thank all my colleagues for participating in this debate. ...(Interruptions).. Sir, in the States where the Central Universities are set up, the Governor of the State where the University is set up, is the Chief Rector of the University. ...(Interruptions).. But the Governor of Mizoram is not the Chief Rector of the Mizoram University and that is the reason why this amendment has been brought forward. ...(Interruptions).. Sir, Sushmaji in her question had asked if there were any other University wherein the Governor was the Chief Rector. ...(Interruptions).. I would like to say that the Aligarh Muslim University, University of Delhi, Visva Bharati, North Eastern Hill University, University of Hyderabad, Pondicherry University, Assam University, Nagaland University, University of Allahabad and Manipur University are the Universities where Governor is the Chief Rector of the University. ...(Interruptions).. The next question that was posed by her was, 'why Rector and why not the Chancellor'. Sir, coming to her question, I would like to state that whereas the Chief Rector and Visitor are not officers of the University, the Chancellor is an officer of the University. And, if the Governor was to be made the Chancellor, he is then answerable to many people, including the Parliament. ...(Interruptions).. So, to avoid this kind of embarrassment, he would be nominated to be the Chief Rector of the University. Coming to the question that has been posed by my colleague from Mizoram, the process of appointment of Tripura and Sikkim Universities has now been set in motion. ...(Interruptions).. Very shortly, the Government is likely to appoint the first Vice-Chancellor in these Universities and also to notify the date of commencement of these Acts. ...(Interruptions).. To another query, I would like to say that the Central Government, through the UGC, is providing adequate funds to all the Central Universities, especially, to the Mizoram University. The allocation during the Eleventh Plan period is likely to be increased substantially. And, the University has recently been sanctioned Schools of Technology and Management. ...(Interruptions).. It is expected that from the Academic year 2007-08, these schools would become operational. All the same, in spite of the quality of the broadcasting, I don't feel that it is proper on the part of the Government to impose on cable operators to telecast the channel. (Interruptions)... This is an encroachment on the freedom of the media and, therefore, I am opposing the Bill. (Interruptions)...
