SPECIAL MENTIONS

CONCERN OVER CRIME AGAINST CHILDREN

SHRI SANTOSH BAGRODIA (RAJASTHAN): Sir, I rise to command the attention of this House to the worrying increase in the crime against children that are being reported regularly from various parts of the country. This is despite constitutional guarantees and obligations of the Government and citizens alike. Nithari like incidents in the vicinity of Delhi, mock at the recurrent legislative and policy measures taken by this Parliament to provide a more conducive and enabling environment for our children. India has been a signatory to the international conventions that recognise the rights of child, yet, kidnapping and abuse of children is fast assuming dimensions of an organised industry. As per the CBI figures, as reported in the media, there are, at least, eight hundred such gangs of kidnappers which are operating in different parts of the country with Bihar and Delhi being the largest concentrations of such gangs. The operations of such large number of gangs in the vicinity of Delhi indicates impunity with which heinous crimes against children are being committed. The reports of trafficking of young girls from small villages and tribal regions to the bigger metros occur in media with alarming regularity. Children are being recruited by the begging gangs and drug peddlers. I only wonder how does the Government propose to honour its pronounced commitments to children in face of such a hostile social environment. I call upon the Government to strengthen district level monitoring of the policies and surveillance of the crime against children with involvement of local citizens, parents, teachers and social workers.

USE OF TAMIL AS COURT LANGUAGE IN MADRAS HIGH COURT

SHRI R. SHUNMUGASUNDARAM (TAMIL NADU): Sir, Tamil, the classical language is used as the official language in Tamil Nadu. Millions of Tamils, for decades together have been yearning that Tamil should also become the language of the Madras High Court. A resolution was moved by the hon. Chief Minister of Tamil Nadu in the Tamil Nadu Legislative Assembly for the introduction of Tamil as court language in Madras High Court, as per article 348(2) of Constitution of India read with section 7 of the Official Languages Act, 1963. The resolution was unanimously passed on 6.12.2006. The Madras High Court has also given its in-principle concurrence for the use of Tamil in the High Court proceedings. His excellency, the Governor of Tamil Nadu has recommended in favour of the proposal and forwarded to the Union Government for getting the consent of His Excellency, the President of India authorising the use of Tamil in Madras High Court proceedings. The Union Government has turned down the proposal for the present.

Tamil has already been widely used in the proceedings of the subordinate courts in Tamil Nadu for several years and there is no difficulty found in translating the proceedings when litigants approach the High Court. In the States of Bihar, Uttar Pradesh, Madhya Pradesh and Rajasthan, the use of the official language of those States has been authorised in all the proceedings of the High Courts. Therefore, I request the Government to accede to the request to use Tamil in all proceedings of the Madras High Court. (Ends)

UPGRADATION OF AIRPORTS AT TIRUPATI, VIJAYAWADA AND RAJAHMUNDRY IN ANDHRA PRADESH

SHRI RAVULA CHANDRA SEKAR REDDY (ANDHRA PRADESH): Sir, in-principle approval has been accorded by Government of India to upgrade the facilities of Vijayawada airport in the XI Plan. The AAI have approved the draft MoU in respect of Vijayawada airport for undertaking upgradation of the existing facilities for running and maintenance of the airport to facilitate landing of bigger type of aircrafts like A-320. Since Vijayawada is a commercial hub of Andhra Pradesh, it is requested to issue instructions for taking up upgradation works on priority.

In-principle approval has also been given by Government of India for upgradation of the terminal building, runway and for providing night-landing facility at Rajahmundry. A survey team has visited Rajahmundry in the last week of November, 2006 for preparation of a Master Plan for upgradation of the existing airport for operation and landing of bigger aircraft like B-737/A-320. It is requested to take up the expansion works from the financial year 2007-08.

Upgradation works at the Tirupati airport relating to expansion of apron to facilitate parking of three aircraft and night landing facility are in progress. Night landing facility, solar panel lights have been installed on the hills. The instrument landing system has to be installed. DEMAND FOR ENVIRONMENTAL CLEARANCE FOR ATHIRAPALLY HYDRO ELECTRIC POWER PROJECT

 

SHRI A. VIJAYARAGHAVAN (KERALA): Sir, the State of Kerala has only hydro sources for generation of power. The State does not have any other fuel sources such as coal or petroleum products as in the case of other States. Such a situation warrants the maximum utilisation of hydel potential to overcome the power crisis. It is a fact that over a quarter of a century, the State is waiting for early clearance of so many hydro electrical projects which are pending with the Central Government for environmental clearance. After waiting for so many years, the State has a hope that the Central Government is going to give clearance to Athirapally hydro electro project (163 MW) without any delay. Since the Centre is also aiming to add at least 50000 MW of power through hydro generation during the 11th plan this project will be the premium project, which will help to fulfil this target in Kerala. The execution of the Athirappally project was delayed due to some litigation on the environmental issues. However, the State Government has taken the initiative to solve such issues and finally obtain all clearance in 2005. Now, it was reported that the clearance of the said project was suspended by the Central Government because of the intervention of the Prime Minister. This action by the Centre is a set back for the State in its attempt for providing cheap power for its citizens. I would urge upon the Central Government and the Prime Minister to look into the matter and also to take necessary steps for the clearance of the said project at the earliest. (Ends)

DEMAND FOR DECLARING NORTH BENGAL AS TAX FREE ZONE

SHRI TARINI KANTA ROY (WEST BENGAL): Sir, I stand to draw the attention of the Government to a long-standing demand of people from North Bengal to declare tax holidays throughout the districts of North Bengal. It is noteworthy to mention here that since pre-independence period, no major industry has been established in the entire North Bengal. As such, the entire North Bengal is dependent on Tea, Timber and Tourism only. This has obviously given a high-rise in number of educated unemployed youths. Recently, at the behest of Government of West Bengal, some new entrepreneurs have shown their interests to establish industry in North Bengal. But it is impossible to attract more investments unless the entire North Bengal is brought under Tax Free Zone like it has been done in Sikkim, North East States, Uttaranchal, Himachal Pradesh and so on. The deteriorating law and order situations of North Bengal are within the knowledge of the Government. Separatist movements are gaining momentum and separatist groups are trying to organise the unemployed youths, likewise North East States. In order to curb the separatist movements in North East States, the Union Government has already declared Special packages including Tax Holidays to attract investments for establishing new industries. On the same logic, the people of North Bengal are demanding Tax Holidays throughout the districts of North Bengal, which I hope that the Union Government will accede to. Thank you. (Ends)

DEMAND FOR EXPEDITIOUS FRAMING OF RULES UNDER THE SCHEDULED TRIBES AND OTHER TRADITIONAL FOREST DWELLERS (RECOGNITION OF FORESTS RIGHTS) ACT, 2006.

 

SHRI SHANTARAM LAXMAN NAIK (GOA): Sir, the Ministry of Tribal Affairs has constituted a Technical Support Group on 12th February 2007 for framing the draft rules for carrying out the provisions of the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. In fact, when a legislation is conceived, draft rules concerning the proposed Bill should be kept ready, so that, the Bill, when it becomes a law, can be brought into force immediately after the Bill becomes an Act. The Committee has been given three months time to prepare draft rules, which period will end on 26th May, 2007. Thereafter, Government will take another three months to approve the draft rules and publish them in the official Gazette. After the publication in the Gazette, at least 60 days will have to be given for the members of public to give their objections or suggestions and another three months to examine the suggestions/objections before they are brought into force. Drafting of Rules should be a routine job of the concerned Departments and this method of outsourcing the task is likely to cause tremendous delay. As it is, on account of Supreme Court decision and other problems, it took five years for the Bill to see the light of the day. Any further delay will be killing and, therefore, the Government should ensure the publication of rules expeditiously. (Ends)

REQUEST TO REVISE PACKAGE AND WRITE-OFF LOANS

DR. M.V. MYSURA REDDY (ANDHRA PRADESH): Hon. Deputy Chairman, Sir, I would like to draw your kind attention towards increase in suicides by farmers in the country, particularly in Andhra Pradsh, Karnataka, Kerala and Maharashtra States. Despite announcement of special package in these affected States, farmers have not been benefited substantially.

The announced package appears to be very attractive, but the Budget allocation to various agriculture and allied departments are clubbed and partial amount is added to the package. There is some lacuna in the package. No rebate on bank loan interest has given to those farmers who had paid their loans to the banks before 5th July, 2006. Some banks, especially cooperative banks, rescheduled loan without concurrence of the loaners. Reschedule did not mitigate the problem, but enhanced the burden on the farmers. Subsidies on seeds and fertilizers are not reaching the farmers. The MSP on agricultural product is not reflecting the actual cost of production i.e., remunerative price. And, also, there is no proper mechanism to protect the remunerative price at the end of season. Sir, because of these guidelines, the farmers are not getting the insurance benefits to the damages of crops due to natural calamities and pest.

I, therefore, urge upon the Government to revise the package to cater to the needs of farmers and also waive off the bank loans taken by Indian farmers for agriculture purposes. Thank you. (Ends)

NEED FOR COMPREHENSIVE LEGISLATION ON CLINICAL

TRIALS IN INDIA

 

SHRIMATI N.P. DURGA (ANDHRA PRADESH): Sir, clinical trials in India are on the rise in the last 2 years. Currently, over 10,000 volunteers across India testing 350 drugs when compared to 250 trials in 2004. The number of drugs being tested has grown ever since Schedule "Y" of Drugs and Cosmetics Act and Rules made there under is amended in 2005. Taking advantage of this, pharma companies are exploiting unsuspecting and ill-informed volunteers. Earlier, India allowed foreign drug makers trials only if drug had gone through one phase of testing abroad. Now, local clinical research market is swamped with requests with more and more trials being outsourced to India. The problem is, volunteers have virtually no rights. Most trials are conducted on illiterates who are asked to sign contract which they cannot read. They are unaware of the possible side-effects of drug being tested on them. In 2003, a pharma company illegally tried Letrozole on 400 women. Same is the case with AIDS drugs. Why India is allowing trials of AIDS drugs without waiting for results of the same trials abroad. Phase-I results, just two-weeks after Indian trials, found that vaccine did not elicit significant immune response. So, there is a need for closer monitoring of clinical trials in India by DCGI and others. I understand that ethical guidelines which have been laid down by Indian Council of Medical Research are only advisory in nature, ICMR also recommended to give them legislative backup. So, I request GOI to immediately take measures to bring a comprehensive law incorporating guidelines of ICMR on clinical trials, as number of people taking part in tests expected to go up by 1 lakh by 2010.
