SHRI ABDUL WAHAB PEEVEE (KERALA): Mr. Deputy Chairman, Sir, I thank you for giving me this opportunity to participate in this discussion.

I rise in support of the Railway Budget. I congratulate the hon. Railway Minister, Laluji, for turning the Railways into a profit making PSU, that too without putting any additional burden on commuters. In fact, passenger fares have been reduced this time, something which has never happened in the past. The Railways, under the able leadership of Laluji, has created a new history. I take this opportunity to express the gratitude of the people of Kerala for allocating money for a wagon production factory, which I think, is the first railway investment in Kerala.

I am not against privatisation in some areas so that productivity and net profit is increased. But it should have a human face as well. Please consider the plight of poor porters who are suffering because of privatisation in parcel service. Also, the food quality of private catering should be monitored frequently.

The development of Railway system is the basic component of the economic development of a State or region. Although we have the biggest railway network in the entire world, we could not provide equal opportunity to all regions for developing the railway network.

SHRI ABDUL WAHAB PEEVEE (CONTD.): This has been impeding the overall economic development of this area. My State, Kerala, is an example of that. The creation of a new railway zone has been a long-pending demand of the people of the State. Creation of a new zone comprising areas of the south-west coast could boost the development of the region including Kerala propelling its overall economic development. While creating the Salem Division, please make sure that it is not at the cost of the Palakkad Division and that the Palakkad Division is not disturbed. We are not against the Salem Division. Once again, we are fully for the Salem Division. But, do not make it an emotional issue. When we take up an issue pertaining to Kerala, our Tamil brothers feel that we are against them. That is not true.

The work on-many ongoing projects in Kerala is either temporarily stopped or moving at a snail's pace. This is mainly due to the paucity of funds. The work of doubling the line in the Shornur-Mangalore sector and the electrification work should be finished as soon as possible.

Sir, I am thankful to the Minister for the announcement of the new train and increase in the frequency and a change of route of a few trains touching some parts of Kerala. There is more to be done.

The existing number of trains, particularly the trains connecting Kerala to the metro cities, are inadequate to cater to the increasing number of passengers. The Keralites working in different parts of the country, especially in the metro cities like Delhi, Mumbai, Chennai, Kolkata and Bangalore, find it extremely difficult to get their tickets booked during peak seasons. Therefore, introduction of more trains from these cities and also increasing the frequency of the existing trains should be considered. The Sampark Kranti Express between Chandigarh and Thiruvananthapuram runs once in a week. The frequency of this train should be increased. The Bangalore-Kochuveli Express, if routed through Shornur, will help the passengers of this area too. The Railways introduced a train, Train Nos. 653 & 654, between Nilambur and Shornur on 01.01.2007 on an experimental basis for six months. It has proved to be running successfully with a significant number of commuters. The revenue earnings are also high. Hence, I would request the Ministry to run the train permanently on this route. The survey work on the proposed Nilambur-Nanchankod should be commenced without any delay. It is a matter of concern that the approach road to the Nilambur Railway Station is in a very bad condition. The maintenance of the road may be taken up immediately. Another demand is the construction of a railway station at Nedumbassery, as Prof. Kurien also mentioned. Nedumbassery is where the Kochi International Airport -- its name may not be very familiar -- situated and is adjacent to the industrial and commercial center, Angamali. A railway station at this point is a necessity and a long-pending demand. I request the Minister to consider this Nedumbassery Airport Railway Station demand.

Sir, I hail from Nilambur which is the dead-end of Shornur-Nilambur line. The British regime constructed this railway to move troops to suppress the uprising of Mopla Muslims against the imperialistic rule under the leadership of Variam Kunnath Kunhahamed Haji and Ali Musliyar. Later, they used this rail to move the Nilambur forest wealth to the West. At one point of time, they removed this line also because of shortage of steel. But after Independence, now this line is economically viable and it is a big help to thousands of commuters. The status of Nilambur station is pathetic and no approach road is available. If you agree, we, the MPs from that region, will definitely participate and contribute from our MPLAD funds for the construction of a road and the under-pass near this Ramankuth area which is isolated because of the railway line.

Sir, my friend, Shri K.E. Ismail, made his maiden speech in Malayalam. I also come from the same area. He was asking me whether I will say something in my own language, in Malayalam. I am proud of my language. I envy my friend, Shri K.E. Ismail, for having made his maiden speech in Malayalam. For that purpose, I would also like to say a few words in Malayalam.

SHRI SYED AZEEZ PASHA (ANDHRA PRADESH): The Railway Budget presented by Shri Laluji is really worth appreciating because he has declared several passenger-oriented concessions. The increase in the bogies, unreserved bogies and second-class seats which is converted into cushions and special preference for pregnant women and then reduction of fares in civil classes. But, one thing I just differ is with regard to AC first class. I think that there is a wrong notion with foreigners. They think that by reducing the fares in AC first class persons who are seeking concessions in fares and freights they will come and travel by train but what my personal opinion is that this is a wrong notion because instead of reducing the fares, if the Railways think seriously about reducing the journey time, I think, that will be better. Nobody will bother to take a flight instead of taking an overnight journey. I think, on this account the Railway Minister should seriously think about speeding up the trains and then reducing the land journey and definitely, it will have a positive impact on the Railway fares also. Secondly, with regard to generation of internal resources, what I feel is that there is a lot of commercial land available with the Railways. So, why can't we use and exploit commercial land for generating additional resources because we have seen that Railways has taken a very huge task of converting narrow gauge into broad gauge and if you see narrow gauge, it is more than 3054 kms and then meter gauge is 4,062 kms. In this Budget, you have allocated a sum of Rs. 60 crores but actually, the target of 170 is yet to be accomplished and it can be done if we can commercially use the Railway land which is available in abundance. There are certain suggestions which I wanted to give with regard to Andhra Pradesh. Unfortunately, Laluji or the Railway Ministry has given a very raw deal because many demands were made on behalf of the Assembly or on behalf of the UPA Government and all parties, it was not given due consideration. So, All Party Delegation met the Prime Minister also and submitted a memorandum and taking this opportunity, I once again, want to emphasise the establishment of a coach factory at Kazipet. I think, that is a long-standing demand of the people of Andhra Pradesh. One more thing I wanted to point out is undeclared penalty or undeclared money the Railways is collecting from the people. That is not good. I am told that in Jan Shatabdi or Shatabdi, if an AC 3-tier passenger is cancelling his ticket, previously it was Rs. 20. Now it has been hiked to Rs. 60. So this is an undeclared penalty upon the passengers which has to be done away with and when Laluji is declaring so many concessions and offers for the passengers, I think, it is unfair. Lastly, I just wanted a 'passenger train from Hyderabad to Bellary but there is no direct train. I take this opportunity to impress upon the Railway Ministry to introduce a train from Hyderabad to Secuderabad. Thank you. (Ends) (Followed by NBR/3W)

SHRI R. SHUNMUGASUNDARAM (TAMIL NADU): Sir, initially I was not willing to speak. But I decided to speak when some points were raised regarding the Salem Division.

SHRI R. SHUNMUGASUNDARAM: Sir, I have to speak about the Salem Division. Some points were raised regarding the Salem Division and its bifurcation from Palakkad. In his reply the hon. Minister clarified the point and said that a division was made. Rather bifurcation was made, and it was purely an administrative decision. A special officer was appointed. He went into this issue thoroughly and it was decided so that business, trade, commerce and everything improves in that area. The bifurcation was on the basis of business, which it would provide. I well appreciate Minister's reply. The division was not an injustice to any particular State or any group of people. When the Railway assets are growing and the Railways are improving its services, bifurcations are necessary. The Railways require a lot of investment on infrastructure because it serves people directly. It is one of the largest railway networks in the world. But through the development, which we have seen, and through this Budget also we have seen that the profit that has been made is phenomenon. I really congratulate the hon. Ministers who have paved way for this huge profit. But still, in the State of Tamil Nadu, which has the longest meter gauge, the conversion work is not taking place at expected speed. SHRI R. SHUNMUGASUNDARAM (CONTD.): Sir, I can complain to the hon. Minister about the Madurai - Bodinayakkanur line, which is a very, very crucial section. This Madurai - Bodinayakkanur line goes via the famous Madurai University. A lot of university professors and students use this particular rail section. But, Sir, gauge conversion is not taking place in that line. Only the old metre-gauge is continuing there. Like this there are several other rail tracks in Tamil Nadu which are still metre-gauge and conversion work has to be speeded up.

Sir, the Chennai-Nagarcoil line which goes view Madurai is one of the busiest sections in the whole country. But, Sir, only one track is there. There is a longstanding demand for doubling of this track. But no attention has been given to that particular section for doubling. Sir, when the hon. Minister announced in the Budget speech that 90 days in advance booking can be done, on the first day of March nearly a crore of rupees was collected through ticket sales in Madurai alone. It is a busy area and section, but no attention is being given for doubling the track. There is only one single track and all the trains are using that particular track.

Sir, electrification has not been done on that particular track from Chennai-Nagarcoil via Madurai. That has to be done. Something has to be done. Even last year, when the discussion on the Railway Budget took place, I made a request that Guindy railway station should be improved and it should be used.

SHRI R. SHUNMUGASUNDARAM: Sir, the Guindy Railway Station is a very important railway station in Chennai city. That has to be developed so that the South-bound Express trains must be allowed to stop either coming inside the city or going outside the city. This will ease the congestion taking place on the Chennai-Egmore line. That has not been done. Last time, the Minister assured that after lengthening of the platform, that will be done, but that has not been done. Something must be done in this regard.

Sir, on the Thiruvanmiyur-Velachery section of the MRTS, nothing has been done for this. Two years ago, the Minister made a promise that the work would be completed, but that has not been done.

There must be either a pedestrian bridge over it, or an under way must be provided. This is the time to do that. Actually, on that road, there is an Information Technology corridor which is coming up very well, and, in future, that particular project should not suffer. Nearly, Rs. 30 crores have already been spent. The project cost is Rs.369 crores. The hon. Minister, Mr. Velu, knows everything. That is the place where Nanak Jharna is there, there is a temple of Basaveshwara, who happens to be the greatest saint; there is Khwaja Bande nawaz, there is Channa-Basaveshwara temple, many great pilgrimage centres are there. ָ ׻֋ 140 ߙ ֮֮ 10 ֻ ֋ ֕ ֕֙ ֮ ֮֯ 20 ֋ פ , ָ ן ֯ ֋, completion 40 ֻ ֋ ֯ ֟ ֮֟ , Sir, I would like to tell you the area. This is the area which has been considered as the lime stone deposit centre in the country. Wadi Cement Works, Wasavadatta Cement Works, Birla cement works are giving a lot of money to the railways in terms of railway freight, central excise, etc. They are giving Rs. 492 crores per year.
