G.S.R. 658 (E) dated the 20th October, 2006, amending G.S.R. 256 (E), dated the 16th March, 1995, so as to provide excise duty exemption to specified goods required for Project ASTRA of Ministry of Defence, with a validity upto the 31st August, 2012.

G.S.R. 664 (E) dated the 25th October 2006, amending G.S.R. 94(E), dated the 1st March, 2006, so as to exempt excise duty on resin bonded bamboo mat board, with or without veneer in between, falling under Chapter 44.

G.S.R. 699 (E) dated the 14th November 2006, amending G.S.R. 113 (E), dated the 1st March, 2006, so as to clarify that abatement of 37% of retail sale price is not applicable to lamps for automobiles.

G.S.R. 530 (E) dated the 1st September, 2006, publishing Notification No.89/2006 Customs, dated the 1st September, 2006, amending G.S.R. 497 (E) dated the 22nd July 2005, so as to extend the tariff concessions agreed to under the Third Round of Asia Pacific Trade Agreement (formerly known as Bangkok Agreement) to the member States, subject to their fulfilling the Rules of Origin criterion.

G.S.R. 536 (E) dated the 6th September, 2006, publishing Notification No. 92/2006-Customs, dated the 6th September, 2006, amending G.S.R. 118 (E) dated the 1st March, 2002, providing concessional rates of customs duty valid upto the 31st October, 2006.

G.S.R. 545 (E) dated the 9th September, 2006, publishing Notification No. 97/2006-Customs, dated the 9th September, 2006, amending G.S.R. 118 (E) dated the 1st March, 2002, so as to reduce the customs duty on wheat from 5% to Nil.

3.    G.S.R. 512 (E) dated the 29th August, 2006, publishing Notification No.85/2006 Customs, dated the 29th August, 2006, imposing final anti-dumping duty on specified nylon filament yarn originating in or exported from People's Republic of China, Chinese Taipei, Malaysia, Indonesia, Thailand and Peoples Republic of Korea.

 

 

4.    G.S.R. 523 (E) dated the 31st August, 2006, publishing Notification No.87/2006-Customs, dated the 31st August, 2006, extending the levy of anti-dumping duty upto the 5th day of September, 2007, on imports of Paracetamole originating in, or exported from, People's Republic of China, pending finalization of Sunset review investigation being conducted by the Directorate General of Anti-dumping and Allied duties.

 

 

5.    G.S.R. 539 (E) dated the 7th September, 2006, publishing Notification No.93/2006-Customs, dated the 7th September, 2006, amending G.S.R. 744 (E), dated the 31st October, 2002, so as to make the final anti-dumping duty effective from the 11th February, 2002 i.e. the date of imposition of provisional anti-dumping duty.

 

 

6.    G.S.R. 540 (E) dated the 7th September, 2006, publishing Notification No.94/2006-Customs, dated the 7th September, 2006, seeking to impose final anti-dumping duty on imports of Cellophane Transparent Film, originating in or exported from Peoples Republic of China.

 

 

7.    G.S.R. 543 (E) dated the 8th September, 2006, publishing Notification No.95/2006-Customs, dated the 8th September, 2006, amending G.S.R. 376 (E), dated the 1st May, 2003, so as to provide that no anti-dumping duty shall be imposed on imports into India of vitrified and porcelain tiles, produced and exported by the new shipper.

 

 

8.    G.S.R. 544 (E) dated the 8th September, 2006, publishing Notification No.96/2006-Customs, dated the 8th September, 2006, rescinding G.S.R. 650 (E), dated the 30th September, 2004, which had prescribed provisional assessment, on completion of new shipper review.

 

 

9.    G.S.R. 550 (E) dated the 13th September, 2006, publishing Notification No.98/2006-Customs, dated the 13th September, 2006, seeking to impose final anti-dumping duty on imports of Sodium Hydroxide commonly known as Caustic Soda, originating in or exported from Saudi Arabia, Iran, Japan, USA and France, at the rates recommended by the designated authority in the Sunset Review Findings.

 

 

10.                       G.S.R. 551 (E) dated the 13th September, 2006, publishing Notification No.99/2006 Customs, dated the 13th September, 2006, rescinding G.S.R. 461 (E), dated the 26th June, 2001, imposing definitive anti-dumping duty on imports of Sodium Hydroxide commonly known as Caustic Soda, originating in or exported from Saudi Arabia, Iran, Japan, USA and France.

 

 

11.                       G.S.R. 603 (E) dated the 29th September, 2006, publishing Notification No.100/2006 Customs, dated the 29th September, 2006, modifying anti-dumping duty on imports of D(-) Para Hydroxy Phenyl Glycine Base (PHPG Base), originating in, or exported from Singapore, at the rates recommended by the designated authority in the Mid-term Review Findings.

 

 

12.                       G.S.R. 604 (E) dated the 29th September, 2006, publishing Notification No.101/2006 Customs, dated the 29th September, 2006, amending G.S.R. 746 (E), dated the 31st October, 2002, so as to delete the entries relating to imports of D(-) Para Hydroxy Phenyl Glycine Base (PHPG Base) originating in or exported from Singapore, while keeping the entries relating to imports of said goods originating in, or exported from, People's Republic of China, unchanged.

15.                       G.S.R. 622 (E) dated the 6th October, 2006, publishing Notification No.105/2006 Customs, dated the 6th October, 2006, imposing anti-dumping duty on imports of Compact disc-Recordables (CD-Rs) falling under tariff heading 8523 90 50 of the First Schedule to the Customs Tariff Act, 1975, originating in or exported from People's Republic of China, Hong Kong, Singapore and Chinese Taipei.

 

 

16.                       G.S.R. 625 (E) dated the 9th October, 2006, publishing Notification No.106/2006-Customs, dated the 9th October, 2006, imposing final anti dumping duty on imports of bias tyres falling against tariff items 4011 20 90, 4012 90 49 and 4013 10 20 of the First Schedule to the Customs Tariff Act, 1975, originating in or exported from People's Republic of China and Thailand, consequent upon the preliminary findings of the Designated Authority.

RE. PRINTING OF SKULL BONES AND DEAD BODY

ON PACKETS OF BIDI

SHRI C. RAMACHANDRAIAH (ANDHRA PRADESH): Sir, thank you for permitting me to raise an important issue. On 5th July, 2006, the Health Ministry of Government of India issued a notification by which every bidi manufacturer has to print skull bones and dead body on every packet of bidi. We fully support the National Health Policy, as everybody in the House supports. But the only thing is, by virtue of educating the people we should desist them from smoking. But, instead of getting educated, people are being terrorised by these advertisements. Sir, all political parties in Andhra Pradesh have agitated on this and they made representations. I do not want to politicise the issue but I would like to draw the attention of the Government and get the problem solved.

All the political parties have made representations to the Health Minister. But the Health Minister was rather reluctant to change it. Andhra Pradesh is a very big tobacco growing State. Lakhs of farmers are producing tobacco. Secondly, it is one of the biggest bidi manufacturing States in the country. Around 3.5 crore bidi workers are dependent on this for their livelihood and in Andhra Pradesh, I was told that the figure is 1.5 million. And all are poor people. Girijans are collecting tendu leaves from the forest for the manufacture of these bidis. It is a cottage industry and in their respective homes they can roll the bidis. This is the convenience the workers have got. They can make their living by earning Rs.60-70 by rolling a thousand bidis. Sir, this was agitating the entire people of Andhra Pradesh. The Health Minister has gone to the Press in spite of our request. The Congress MPs too have already represented. We too have represented. Instead of consoling these MPs, he has gone to the Press saying that we are politicising the issue. I leave it to his wisdom.

Recently, the hon. Minister of Labour, Shri Oscar Fernandes has visited Andhra Pradesh because by-elections are there in a particular Parliamentary constituency--Karimnagar. In this constituency, more than 1.6 lakh bidi workers are there. So, they are trying to take advantage of it.

Sir, on this notification issued by the Ministry of Health and the visit by the Labour Minister; he has gone to the Press saying that they are prepared to change the notification and if necessary they would amend the Act. Sir, the Parliament is in Session. We made representation to the hon. Minister in Delhi. Sir, I am at liberty to question the prudence of the Labour Minister going to Andhra Pradesh and making a statement over there rather than making it here. This is the first point. The hon. Chief Minister of Andhra Pradesh too made a statement in Andhra Pradesh saying that he made a representation to * who happened to visit Andhra Pradesh 3-4 days back. He said that she conceded to change the notification. Naturally, everybody in the entire country is looking to her for a solution of the problem. Some political leaders, including the CPI(M), have said that instead of the Minister making that statement, she should have made that statement so that the people could have believed it.
