SHRI JANARDHANA POOJARY (KARNATAKA): Thank you, Sir. It is a historic day for the Parliament. Today, if this piece of legislation gets passed, which is hailed as landmark legislation in the history of the nation, then, it has to be written in golden letters. Sir, it is heartening to note, when it was passed unanimously by Lok Sabha, getting the support of all the parties, all the sections of the Parliament, I felt that it was a unique day for the nation. At the outset, I thank the hon. Minister, Shri Arjun Singhji for bringing this legislation, even though he was humiliated, tortured and also intimidated. In spite of the fact that his effigies were burnt, there were agitations throughout the country, from certain quarters against this piece of legislation and also against Mr. Arjun Singhji, Sir, with all this resistance, he has come out victorious. In fact, here is a man who does not belong to the Backward Classes or the Scheduled Castes or the Scheduled Tribes. Here are the people in the Parliament who belong to different castes, some of them are from upper castes also, who have wholeheartedly supported this piece of legislation. The entire country is grateful to them. The Backward Classes, the Scheduled Castes and the Scheduled Tribes, under this legislation, are provided with reservation in educational institutions for admission. It is not for appointment or for promotion. There is another Bill which is coming up before the House by the UPA Government which will take care of recruitment and promotion. Sir, another Bill will also be in the offing which will provide reservation in the private institutions and aided institutions as well as unaided institutions. Now, what does this piece of legislation provide for? It is for the Scheduled Castes, the Scheduled Tribes and then Backward Classes who are socially and educationally backward. (Contd. by 2a)
