SHRI P.R. RAJAN (KERALA): Sir, Kerala is one of the States worst affected by Government of India's policy of entering into Free/Preferential Trade Agreements with developing countries. Though trade between developing countries is appreciable, free trade should not take place by displacing the livelihood of sections of the population. The State has achieved social and economic progress through agriculture. Today, the once prosperous farmers of the State are committing suicides on account of indebtedness, indebtedness arising from a vicious circle of sizeable imports, low prices, low demand, etc. Liberalised trade has played a decisive role in reversing the fortunes of our farmers. Increased imports of palm oil have greatly displaced the demand for coconut oil thereby affecting the coconut farmers who form the backbone of Kerala's agricultural economy. The steady fall in the price of tea, coffee and pepper has increased the incidence of suicides in Idukki and Wayanad Districts in recent times.

Sir, it is against this background, we hear that India has offered tariff concession on import of palm oil, tea and pepper under the Indo-ASEAN Trade Agreement. The State had represented to the Government of India that the items coconut and its products and like produces may be included in the sensitive list. In the circumstances, I request the Government of India to restrain from entering into tariff concession commitments on agricultural products without consulting the State Government. (Ends)

NEED TO ENACT A LAW TO MAKE DISPLAYING OF PRICES ON ADVERTISEMENTS COMPULSORY

 

SHRI SHANTARAM LAXMAN NAIK (GOA): Sir, in this world of consumerism and advertisements, consumer and other goods are sold through unlimited, irrational and inessential advertisements. These advertisements released through electronic and print media, contain information except the most essential one, namely, the price of the product.

In a country like India where means of the average consumer are limited, the price factor is the most determining factor in choosing marketed products. Making everyone go to a consumer shop and thereafter making those who cannot afford to buy the products, as their resources do not allow them to venture to buy the product, return back disappointed, frustrated and embarrassed, is criminal. Manufacturers should not be allowed to make fun of the poverty of others. They cannot be allowed to degrade and indirectly insult the social and financial status of those who enter a shop hoping to buy a product and then returning empty handed. Sometimes the advertisements themselves misguide the consumers in a manner, which gives impression to an average consumer that the price of a product is on the lower side.

Sir, to avoid such undesirable situations and, in order to bring purity in the market system, a law should be enacted prohibiting advertisements of goods, which do not indicate the prices of the respective products. To resolve the matter regarding sales tax, excise, etc., which may be put forth as an excuse not to indicate prices, the advertisements can specify taxes and their percentage which are excluded from the price or indicate price by including taxes, which is not difficult. CONCERN OVER UNEMPLOYMENT PROBLEM IN NORTH-EASTERN STATES

 

SHRI KARNENDU BHATTACHARJEE (ASSAM): Sir, the country is facing the acutest problem of providing employment to its youth. With the number of population increasing day by day, it is becoming very difficult for the Government to ensure adequate employment opportunities for all in need. The unemployment has grown beyond reasonable proportion and the situation in North Eastern States is particularly disturbing. Unlike other parts of the country, the residents of the North Eastern States have no means of livelihood other than employment due to lack of basic industrial infrastructure. However, improper attention is being paid by the Government and a lot of resentment is brewing among them. While the Railways and Civil Aviation Sectors are being opened for private sector, it is regretted that adequate representation of persons in the employment under private employers is not being ensured and they are being allowed to take persons of their choice for working in North Eastern Sector also. The matter raised by me in this regard has not received due attention from the Government. I would therefore, request you to look into the matter for clarifying the policy in this regard beyond doubt and also to ensure that maximum employment opportunities are provided to unemployed youth of North-Eastern States.
