ANNOUNCEMENT OF GOVERNMENT BUSINESS

ANNOUNCEMENT RE. GOVERNMENT BUSINESS FOR THE WEEK COMMENCING 31ST JULY, 2006

MR. CHAIRMAN: I have to inform Members that the Business Advisory Committee in its meeting held on Friday, the 28th July, 2006, has allotted three hours each for consideration and passing of :-

1.    The Actuaries Bill, 2005, after it has been passed by Lok Sabha;

2.    The Juvenile Justice (Care & Protection of Children) Amendment Bill, 2005, after it has been passed by Lok Sabha;

3.    The Wildlife (Protection) Amendment Bill, 2005; and

4.    The Right to Information (Amendment) Bill, 2006.

The C0mmittee has also recommended that the sittings of Rajya Sabha fixed for Monday, the 28th August, Tuesday, the 29th August and Wednesday, the 30th August, 2006, during the current session, be cancelled.

The Committee has further recommended that in order to complete the Government legislative and other business, the House may sit up to 6.00 p.m. and beyond, each day, during the remaining part of the current Session. (Ends)

ALIGARH MUSLIM UNIVERSITY

THE MINISTER OF HUMAN RESOURCE DEVELOPMENT (SHRI ARJUN SINGH): Sir, I move the following Motion:

"That in pursuance of item (xxiv) of clause (1) read with clause (2) of Statute 14 of the Statutes of the Aligarh Muslim University made under the Aligarh Muslim University (Amendment) Act, 1981, this House do proceed to elect, in such manner as the Chairman may direct, one Member from among the Members of the House to be a member of the Court of the Aligarh Muslim University."

"That in pursuance of Paras 2 and 5(b) of the Ministry of Human Resource Development (Department of Secondary and Higher Education) Resolution No. 2-24/93-PN.I dated the 6th July, 2004 read with item No. 5 (ii) of the Annexure thereto, this House do proceed to elect, in such manner as the Chairman may direct, one Member from among the Members of the House to be a member of the Central Advisory Board of Education for its residual term viz. upto 5th July, 2007 against the vacancy caused due to the retirement of Shri M.P. Abdussamad Samadani from the membership of Rajya Sabha."

COUNCIL FOR   TECHNICAL   EDUCATION

THE MINISTER OF HUMAN RESOURCE DEVELOPMENT (SHRI ARJUN SINGH): Sir, I move the following Motion:

"That in pursuance of the provisions contained in clause (j) of sub-section (4) of Section 3, read with sub-section (3) of Section 4 of the All India Council for Technical Education Act, 1987 (52 of 1987), this House do proceed to elect, in such manner as the Chairman may direct, one Member from among the Members of the House, to be a member of the All India Council for Technical Education for the period upto 28th March, 2008 against the vacancy caused due to the resignation of Dr. Akhilesh Das from the membership of the Council subsequent to his joining the Union Council of Ministers".

MATTER RAISED WITH PERMISSION OF CHAIR

RE.: DEATH AND INJURY OF INDIAN WORKERS IN FIRE IN BAHRAIN

SHRI A. VIJAYARAGHAVAN (KERALA): Sir, I would like to bring to the attention of the Government the tragic news that sixteen Indians died due to suffocation and eleven were injured when a fire broke out in a three-storey building at Bahrain.

Sir, it is a very tragic situation that the labourers and their safety are under question in this region, especially the workers working in the labour camps. Some companies are recruiting labourers from India and not giving sufficient wages and providing for safety in their accommodation and other arrangements. With regard to this specific case, these workers were working for a construction company called Royal Towers. Our Government, our Ambassador, had warned the company in January about the poor safety conditions of the workers, but they had not taken any safety measures and were flouting labour laws in that country. This is the situation.

Therefore, we must ensure the safety of the workers who are working in that region and adequate compensation must be given to them. Nobody knows what they will be getting. The workers must get adequate compensation. Government must taken stern action and safety must be ensured. I would request the Government to send the message to all embassies in that region to ensure the welfare of the workers. In this particular case, I would urge upon the Government that it is a failure from our side also. Our missions in this particular region have miserably failed in taking care of our workers in that region. Thus, considering the failure from our side, our Government must also give compensation to these poor workers and must take steps to bring back the bodies of the dead. (Ends)
