DR. BARUN MUKEHRJEE (WEST BENGAL): Sir, this issue of farmers' suicide is not only a great issue, but I would like to say that it is a matter of great shame for the Government, great shame for the whole nation, great shame for all of us because we are living in a country where lakhs of farmers are committing suicides simply because they cannot earn their livelihood for themselves or for their families. So, Sir, in such a situation, there is no point in saying that we are making a very big economic progress, and we are having eight per cent economic growth in our country. But, what is the benefit of this to these poor farmers? They have to commit suicides because they cannot earn their livelihood. In such a situation, Sir, I request the Government, particularly the hon. Agriculture Minister to consider giving top-most national priority to deal with it. Sir, for hours together we have been debating this issue here in this cold Chamber, but it will be better if we take it up on a war-footing. We must take it up with all due seriousness. We should take it as a national priority and solve this problem.

Sir, among many of the reasons, the indebtedness of the farmers is one of the main reasons for suicides being committed by them in different States like Maharashtra, Andhra Pradesh, Kerala, Karnataka and others. Sir, at the moment, the institutional loan given to the farmers is very low. It covers only 10 to 13 per cent. So, the poor farmers have to depend on the money-lenders, and everybody knows how these money-lenders are exploiting these poor people. These money-lenders are charging interest at a very high rate. So, on the one hand, we should take adequate measures for this high interest rates being charged by the money-lenders, but, on the other hand, we should take care of it by increasing the cooperative loans. As our hon. Agriculture Minister is also looking after the Department of Cooperation, so, by making concerted efforts by both these Departments, he can increase the share of cooperative loans to the farmers, obviously, at a lower rate of interest, and that will be of great help to those poor farmers. But, at the same time, I would request the hon. Agriculture Minister to consider giving one-time settlement by waving of loans of these poor farmers. But, a matter of caution is also there. It should not be like the measures taken by Devilalji due to which the rich farmers reaped the harvest out of it. This one-time settlement by waving of interest on the entire loan of the small farmer should be considered, so that they can have the opportunity to start their lives anew. So, the Government should seriously consider this matter. I believe, it will bring a great relief to those people. At the same time, there are many other measures which can be taken up. The hon. Members who spoke before me have already discussed about them. Very often, there is failure of crops due to drought or other natural calamities or bad type of seeds or inadequate fertilisers, and all these things. But, in case of crop failures, farmers should be assured of crop insurance.

DR. BARUN MUKHERJEE (contd.): Only by the crop insurance it can be implemented in a big way, at the national-level. So, that will be a great relief for the farmers.

Another thing I would like to mention, which has already been mentioned is, that the poor farmers are not getting the reasonable price for their agricultural products. In this case, I hope, the hon. Minister will consider setting up of a special committee for reviewing the entire Minimum Support Price mechanism. It should be thoroughly scrutinised and a special committee should be constituted for this purpose. A new way must come out of it so that we can get rid of all these problems.

Lastly, I should mention that giving only ad hoc grants or some relief package will not help the farmers. We should go deep into the problem and see to it that agriculture is done scientifically, as long before Subhash Chandra Bose, in his 1938 Haripura Congress speech had advocated for the scientific agriculture. We must go for the scientific agriculture as much as you can develop it. It will go a long way in solving these problems. Thank you, Sir. (Ends)
