AIR INDIA FROM INDIANS SERVING IN GULF

PROF. P.J. KURIEN (KERALA): Sir, I would like to submit a very important point affecting millions of workers from Kerala who are working in Gulf countries. Sir, Gandhiji had said to those who were in power: "Whenever you take a decision, think about the poorest of the poor in the country, and if that decision benefits the poorest of the poor, you can take that decision." This is a Talisman given by Gandhiji to the rulers. Sir, what is Air India doing? In the European sector, Air India is charging a very low fare. In Europe and the USA, the Indian people are well to do, rich and highly paid. But, in Gulf countries, they are skilled workers, poorly paid. They go there after selling their properties, spending a lot of money, and they are living just half starved, and saving some money. (contd. by 1o)

SHRIMATI BRINDA KARAT (WEST BENGAL): Sir, I have given notice on this matter, three days ago, i.e. to raise the issue of targeting of the Muslim Community in Mumbai in the wake of Mumbai blasts. But, unfortunately, why is the Home Minister not present today? Sir, this is an issue which directly affects the secular fabric of this country. And what is the Government doing about it? The Home Minister should have been here to give an answer. So, please ask the Government, Sir, where is the Home Minister.

SHRIMATI BRINDA KARAT: Sir, as I said earlier, I would like to draw the attention of the House to the shocking and unfortunate incident. It is a matter of great concern. It relates to the targeting of a particular community because of their religious affiliation in the city of Mumbai. After the Mumbai blasts, the carnage and the killing of innocent people took place; the entire House, and, indeed, the entire country had demanded the identification and arrest of guilty and the punishment to be awarded to those guilty. That has to be the priority. But, whether it is to cover up their own failure and investigation, what is happening, today, in Mumbai is that it defies the very basis of the secular character of our Constitution because the onus of proving that they are innocent is put on the entire community. ...(Interruptions)... SHRIMATI BRINDA KARAT: The Vice-President of a multinational company, along with his colleague, goes abroad and as soon as he returns, he is visited by two police inspectors who want to know all the details of his passport, interrogate his staff. Why? Because he happens to be a Muslim! Then, a film group goes to Dubai, and a number of people of different communities are there. A very well-known dance choreographer comes back to Mumbai. His house is visited by an inspector who gives orders, "Let him come to the police station," and all that! What does it mean? Nobody has questioned him. In slums of Mumbai, today, there is a reign of fear created in the minds of the Muslim community. Why? Because without any proof, without any evidence, they are just going in and picking up the people. They may be released the next day. But what about the social indignity? What about the humiliation? What about the message that is sent? And the Army, today, is saying that in Mumbai, and through Mumbai, we have felt pride in a message of Mumbai when all communities came together to condemn the terrorists and their backers. SHRIMATI BRINDA KARAT (CONTD.): Today, what is the message that the Government is giving out? Are you saying that because you are a Muslim, that itself is a crime? We don't know. It is the most shocking example. It is a very serious matter because it has implications for the entire country. Therefore, we want to know who has given this directive. The Maharashtra Government has been repeatedly asked whether they had given it. There is no answer. The Police Commissioner has denied it. The Deputy Chief Minister, Shri R.R. Patil, is quoted to have said--and I have given a Press statement also to the hon. Chairman--that this had come from Mr. M.K. Narayanan, the National Security Advisor in the PMO. Is it a fact? We don't know. Therefore, the first point is that you can't demonise and victimise the entire community and subject them to this kind of social indignity and humiliation. We want to know from the Government whether it is the Central Government which has given it and what the Home Ministry is going to do to stop this victimisation. That is the answer we want. My party strongly protests against this. (Ends)
