No.2 on BALCO, let us recall the facts. Yes; I was a director of the holding company for two or three months when I was a private citizen; I was not a Member of Parliament then. Immediately upon my election as a Member of Parliament, I resigned from the Board of that company. The BALCO shares were sold by the NDA Government under a Shareholders' Agreement. That Shareholders' Agreement also contained a 'call option'. The purchaser exercised the 'call option' when the NDA Government was in office. When we assumed office, the Ministry of Mines found that there was a 'call option' on its stake. The Ministry of Mines took time from the shareholders to consider the 'call option'. Thereafter, the Ministry of Mines took a decision based on legal advice that the evaluation should be done. After every successive evaluer being disqualified on the ground of some conflict of interest, the Ministry of Mines, advised by the Committee of Secretaries, decided upon an evaluer. The Evaluation Report is with the Ministry of Mines. As far as what the Minister of Mines told me is concerned, no decision has been taken either by the Committee of Secretaries or by the Ministry of Mines. In any event, the final decision has to be taken by the Cabinet Committee on Economic Affairs. So, no decision has been taken either in their value or in the decision to sell the residual shares. As far as I am concerned, the Government knows, the Prime Minister knows, that I have reclused myself from day one from BALCO.

SHRI AMAR SINGH: What about the two vouchers? The Congress voucher and Natwar Singh's voucher.

Justice Pathak Inquiry Committee -- the hon. RE. GANGRAPE OF TRIBAL WOMEN OF MANIPUR

SHRIMATI BRINDA KARAT (WEST BENGAL): Sir, through you, I want to draw the attention of the House to a very grave incident which has taken place in two very remote villages of Manipur where approximately 25 women of the Kamar tribe have been gangraped by a group of 80 militants reportedly belonging to the UNLF and the KCP. This report was brought to the attention of the country by the National Commission for Women on 18th May. (Continued by 1L)

SHRIMATI BRINDA KARAT (CONTD.): I think, one of the aspects is that although the incident had occurred in January, but because of the remoteness of the area, national attention was drawn to it only four months later in the month of May, when the delegation went. It is a matter of deep concern. The more shocking part of it is that today, in those villages -- the entire population of those two villages, has had to take shelter in Mizoram -- the entire area has been land-mined; their crops have been destroyed. The Government of Manipur set up an inquiry commission only three months later, in April. But when the NCW delegation went, they found that these women who had been gang-raped, who were completely traumatised, had had no access at all to any kind of medical help. The House will be shocked to know that these women, who have fallen sick, also include five minor girls.

The refugees who are now in Mizoram have been further traumatised by certain actions, reportedly, by the Government of Manipur. Sir, with your permission, I just want to read three sentences of their memorandum to the NCW team. They say, "We cannot understand why the Government of Manipur gave us the ultimatum to return to our village within a short stipulated time, while the situation remains under the control of militants, why the Government of Mizoram has been officially informed to stop all kind of help, even food supplies, why no medical help has been given to our women who have been traumatised". Since the 15th of April, Sir, no rehabilitation help has been given to any of the victims who are in the Mizoram camps.

So, what I want the Government to do is this. I know this is a State subject. There is an inquiry commission already set up by the State Government. But, I believe, this matter assumes greater importance if our women in these remote areas feel that there is no concern for them being expressed by the rest of the countrymen. We are talking about the struggle against militancy and terrorism. Therefore, immediately, the Government, the Home Ministry, has to intervene on three aspects, namely, immediate provision of food supplies, immediate provision of compensation, guarantee that they will not be forced to go back until that area is cleared of militancy; land-mines must be removed on a priority basis; and, since their crops have been completely destroyed, some immediate compensation for that must be given.

Sir, I hope the Home Ministry will respond to this and take immediate action. (Ends)
