SHRI JANARDHANA POOJARY (CONTD.): There were Loan Recovery Melas also. I had conducted them. At that time, what had happened? The Reserve Bank had given the statistics saying that 54 per cent of the loans were recovered without any difficulty; another 24 per cent were recovered by giving notices to them and another 4 or 6 per cent by auctioning their assets. Only 3 to 4 per cent loans were left and for that there was the Credit Guarantee Scheme. There was not a single paisa lost to the banking sector. That was the reply given by the Reserve Bank and it was placed before both the Lok Sabha and the Rajya Sabha. There is some misunderstanding in this country that when we give loans to the farming sector or to the poor people, they don't pay back their loan. Sir, a very good point was made by Shri Joshi. SHRI JANARDHANA POOJARY: I know the hon. Agriculture Minister. He is for the farming sector. I put a question to the Finance Minister regarding the rate of interest and asked him to reduce the rate of interest on loans given to the farming sector. I also asked him to compare the rate of interest with other sectors, particularly the rate of interest on loan given to purchase cars. I think, he was present on that day and we had a discussion. If, at all, the rate of interest has been reduced now, it is because of these two people. It has come down to 7 per cent. Yes, I don't say that it is sufficient. The Swaminathan Committee has recommended that it should be given at 4 per cent. If it is given at 4 per cent, there will be salvation for them. Sir, people are not in a position to undertake farming. There is a crisis. I have seen people committing suicides in Karnataka. In one house, seven children committed suicides because of indebtedness. There was nothing in their house. What he said was correct. The Agriculture Minister has got heart for farmers. I went to his constituency also when I was the Joint Secretary in charge of Maharashtra. All the people were praising him. He is for farmers. What he said, I don't say it is untrue. What Joshiji has stated is correct. Something could be done by him. He can do. I feel, Sir, if he takes up the cudgel and goes very strongly during his tenure, that can be reduced. It has to be done in the interests of the farmers of the country. Thank you. (Ends)

SHRI E.M. SUDARSANA NATCHIAPPAN (TAMIL NADU): Sir, it is a very serious problem that we are facing in the rural areas. I would like to stress upon only two or three points. Actually we have to find out the actual reasons for the distress which are being faced by the agrarian sector. Sir, we are not at all worried about the price of a particular product in the industrial sector because the price fluctuates according to the demands in the market. (Contd. 3r/KSK)

SHRI E.M. SUDARSANA NATCHIAPPAN (CONTD): And, the producer has got the right to fix the price. The producer can preserve the product and he can give it at appropriate time so that his cost of the production can be met and he can also get more profit if he can preserve product for a particular favourable market. But, the agriculturists alone, the peasants alone, have got no control over the cost of their production and also the price of their produce. They cannot demand higher price for this much of cost, therefore, you have to pay this much of cost. They are not in a position to fix their cost, but at the same time, they are, somehow, meeting the cost also.It is in the hands of rain god. The rain has to come at appropriate time and also water should be properly managed for their own land, and if there is surplus water or if there is any flood, then nobody is going to protect them. If there is no water at all, drought situation is there, even then, nobody is there to protect them. The interest rates are going up. There is short-term relief. As an economist has suggested, there will be relief for the co-operative loans, but at the same time, are we thinking that nothing is in the hands of the agriculturist in the fixing of prices of agricultural produce? He cannot fix the cost of water; he cannot fix the rate of the fertiliser, pesticide, anything, even labour cost, he cannot fix. Everything is fluctuating. Therefore, I request the Government that it should not take only the short-term relief measure of wiping out the tax. It has to find out a permanent solution for the problems of agricultural sector. It is not the case in a particular period. If the co-operative sector loans will be wiped out this year, next time, there will be more interest on it. Hon. Finance Minister has replied on the floor of the House that the cost of the loan for agricultural purpose is very heavy, and that is why, the Government could not give it on no-interest basis. When Shri Janardhana Poojary asked him as to why he was allowing the car producers to give cars loans on no-interest basis, and why the agriculturist cannot get it, the Minister said that the cost of the loan for agriculturist was not manageable. Sir, I request that the Government should think that the agriculturist should be given the money without any interest. I am requesting so because nobody is there to protect the interests of agriculturists when they cannot meet the cost of the production by selling it at appropriate prices. He cannot even fix the price. He cannot control the market because market is controlled only by intermediaries. Even the Government could not control it. They simply want to bring wheat or rice from other countries and then manage the situation. I request that there should be a permanent solution so that all the cost variants of a particular production of an agricultural produce should be fixed and the cost or the damage, which the agriculturist is incurring, should be compensated. If debt-relief is given for a defaulter, then a person, who is proper in paying the debt, should also be compensated. If there is a drought, that should be compensated. If there is a flood, that should be compensated. But, at the same time, the Government and also the economist say that crop loan cannot be feasible in India because there are factors like rain and other things. But, we have to take into consideration the situation of a poor man who is not having so much of economy or so much of managing capacity even at the micro level to look after his family and find employment for his family members, having the purchasing power, living life in same village, having the same agricultural life. How can he manage it? A huge migration from rural areas to urban areas is taking place. We are now planning urban renewal programmes. How are we going to compensate it? We are constructing new huts. We are constructing lot of low-cost houses. But, why? Because rural people are now migrating to urban areas. We have to stop the agriculturist from migrating from rural area to urban area. Instead of allocating more money for programmes of urbanisation, we have to see that the agriculturist is well off in his own place. Therefore, the cost, which is now incurred for tackling the rehabilitation process, migration process, urbanisation process, slum clearance, etc., can be spent for seeing to it that agriculturist can live peacefully in the village itself.(Ends)

Common Minimum Programme of the UPA ִ stepping up public investment in the sector in a significant manner and accordingly highest priority to the irrigation for investment; nursing back to health the rural cooperative credit system; doubling the flow of rural credit within three years, easing the burden of debt and high interest rate on the farm loans making more effective crop and live stock insurance scheme; introducing special programme for dry land farming in the arid and semi-arid area; taking up watershed and wasteland development programme on a massive scale. ֳ ־ ִ֮ ֋ , ו֮ þָ ֵ ֮ ״׮ִִ ִ , ִ ֮ ִ ׯ֔ ֻ ִ ևә כ ָ 2004 ֮ כ ״ֻ֟ , 86,000 , ִ֬ פ ֟ օ ... ߠ ָָ ֮ ֤ 1 5 ָ ֵ, 31 ֓, 2005 1 25 ָ 309 ֋ ㆻ ߌ֮ օ 32 ָ ֤ כ ֻ ֲִֵ ԅ ֣-֣, 66.32 lakhs new farmers have been financed by commercial banks and RRBs as against the target of 50 lakhs. Besides, cooperative banks also financed around 12.52 lakh new farmers taking the total number of the new farmers financed during the year to 78.84 lakhs.

׌ 35 ָ ֤ օ , ׸߱ ִ ֣ ׻ֵ , ֻ an amount of Rs. 11,710 crores has been provided as debt relief by all agencies on 31st March 2005 and under the special one-time settlement scheme old and perennial loans amounting to Rs. 756 crores have been settled and commercial banks have also taken definite responsibility. SHRI SHARAD PAWAR (contd.): In the next year, that is, 2005-06, the target for agriculture credit flow was fixed at Rs.1,41,000 crores and the achievement up to 31st March, 2006, was Rs.1,57,479 crores; that is, up to 111.9 per cent target has been fulfilled by this Government.
