SHRI RAVULA CHANDRA SEKAR REDDY (ANDHRA PRADESH): Mr. Deputy Chairman, Sir, I thank you for giving me the opportunity to speak on the subject of import of wheat and agrarian distress in the country. Sir, as far as problems in agriculture are concerned, we have discussed this issue during the Session in July, 2004 -- the debate took place on 14th July, 2004 -- again on 22nd March, 2005, and, day before yesterday also, I had raised this issue.

The hon. Agriculture Minister was kind enough to reply to the debate on two occasions, on 14th July, 2004 and on 22nd March, 2005. Sir, even after repeated requests from the people of our country, the Government, both at the Centre and the State, is not responding to the demands made by the farmers and their representatives. Sir, we have problems right from seed to sale. As I have also raised this issue on the previous occasion, the main problem is of getting good quality of seeds, fertilizers and pesticides, apart from depending on the monsoon.

Sir, we don't have assured water for the agriculture and the farmers are at the mercy of monsoon, and, finally, when it comes to the harvesting time, again they have to depend on the Rain God to save their crops. In spite of the difficulties and all the odds, they raise some crop and get the harvest, but, again, they are thrown at the mercy of the middlemen. Sir, we have no system of purchase by the Government agencies except the Food Corporation of India. The other day, I raised the issue of paddy crop in Andhra Pradesh; they are unable to sell the paddy. The Food Corporation of India has opened few centres without adequate infrastructure and people are forced to wait for eight to ten days in the market yards. Sir, the other day, I demanded to open more purchase centres while providing required infrastructure.

Coming to the issue of fertilizers, seeds and pesticides and the agriculture inputs, Sir, they are unable to get the agriculture credit. They have to depend mostly on private moneylenders -- as the institutional financing is very meagre -- and they are paying high rate of interest. For that simple reason, they are unable to retain the produce and they are bound to sell it on the day of harvest. Otherwise, there is no storage facility. They cannot retain the crop since the interest rate is very high and the moneylender also presses for the repayment of the loan.

Time and again, we have been requesting the hon. Minister to raise the agriculture credit. Though it has been raised -- for the past two, three years, some sort of improvement is there -- but that is not adequate. More particularly, the worst sufferers are the small and marginal farmers. We demanded, time and again, to give the percentage of small and marginal farmers who are getting credit from the Government institutions or cooperative institutions.

Sir, I come to the issue of suicides in Andhra Pradesh and other parts of the country. I have the figures from Andhra Pradesh. Right from 14th May, 2004 to 15th May, 2006, about 3,115 farmers have committed suicide. Apart from this, 391 weavers have committed suicide. In total, nearly 3,500 people died out of distress. Sir, the help extended by the Government of India and the State Government is totally inadequate and it is not at all reaching the families affected by virtue of these calamities. Sir, I am aware of the time constraint and I know I have very limited time.

Sir, even today, the newspapers from Andhra Pradesh quote that you are going to tax the agriculturists. Yes, this is the leading newspaper from Andhra Pradesh. It says that you are going to tax the agriculture income also. Sir, the news item says that you have invited comments from the people, suggestions from the people by July 5 of this year in order to tax the people. Sir, there are 162 exemptions in the Income Tax Act, and, perhaps, you are going to repeal the same. Sir, if it is a fact and if the Government does not contradict the news item, it is going to put a heavy burden on the farmers. Sir, the other aspect is the National Agriculture Insurance Scheme. SHRI RAVULA CHANDRA SEKAR REDDY (CONTD.): There are a lot of lacunae in the scheme itself. For instance, I will quote one news item wherein about Rs. 500 crores are given to Andhra Pradesh by virtue of the National Agriculture Insurance Scheme. Out of 294 constituencies in Andhra, only 3 constituencies got Rs. 210 crores out of Rs. 500 crores given to Andhra Pradesh through this National Agriculture Insurance Scheme. I will send these clippings to the hon. Minister for examination and remedial measures. If the version is correct, you have to rectify the scheme itself. Sir, the insurance scheme itself, as I have demanded earlier, should be at par with the vehicle insurance scheme. If an accident takes place, somebody rushes to the spot and gets the damage assessed there and then. But, as far as agricultural crops are concerned, by the time the officers reach the village or the farm, everything is removed from the scene and they do not get the required compensation.

Sir, even yesterday, we met the hon. Prime Minister regarding the spurious seeds and pesticides. Apart from this, big multi-national companies, like Monsanto, are selling their products in India at high costs. We made a representation to the hon. Prime Minister on behalf of the people of Andhra Pradesh. All the MPs of the State met the hon. Prime Minister. We are not against the companies. The pricing system, the pricing mechanism, should be checked. We are unable to bear the rate provided by the Monsanto company. In the name of big companies, they are creating a lot of problems in agriculture sector. This should be checked.

Another point is, the hon. Minister, while participating in the Agriculture Summit, 2005 -- this was held on April 9th and 10th, jointly with the Agriculture Ministry of the Government of India and the FICCI -- gave a key note address on the subject, "Agriculture Summit - Reforms for Raising Farm Income". They have made a lot of suggestions. I want to know from the Ministry, as far as these suggestions are made in the Summit, how many are complied with and how many are implemented. And, having given a keynote address, we expect the hon. Minister to respond to that also.

Coming to the plight of the farmers, the suicides are on the increase. The Government of India constituted a Committee and entrusted the work to an organisation called MANAGE. Apart from the reports from the experts like Swaminathan, there are Reports from Andhra Pradesh. The Jayathi Ghosh Commission is also there. Another Report has come from the Ravi Chenna Reddy Commission. Sir, all these Commissions went into the details of farmers' suicides. They have come out with certain suggestions and they have come out with good recommendations. Sir, I would like to request the hon. Minister to throw some light over these recommendations to help the farmers of our country.

Apart from this, we have been saying, time and again, that there is a Report on micro irrigation. The amount allocated is very meagre on micro irrigation. I demand that the Naidu Committee Report, which is with the Ministry, should be implemented in toto, wherein he has recommended to provide more than 50 per cent to the farmers for the drip irrigation and sprinkler irrigation so that we can mitigate the problems of the farmers.

Sir, the other issues are with regard to agriculture credit. Still, the institutional financing is very, very meagre and we demand that it should be, at least, to the tune of 50 per cent. Otherwise, again they are forced to seek the financial assistance from the moneylenders, which is against the interests of the farmers.

Finally, Sir, I will come to the import of wheat. We have been discussing this issue. I have also given a notice and I am told that it is posted to 22nd of this month. The demand which I have made through that notice is that the wheat which is imported and placed at ports like Tuticorin, I am told, is not worth eating, worth consumption. SHRI RAVULA CHANDRA SEKAR REDDY (CONTD.): When so many problems are there, why are we importing wheat against the interests of Indian farmers? I have with me a lot of statistics regarding wheat growing states and their problems, but due to paucity of time I am unable to put forth all those things.

Sir, coming to my own State, we have been narrating these problems time and again, but we have not got any solution. At least, through this debate, I expect the hon. Minister to come out with a package. We are having a lot of faith and confidence in him. Through his reply, we hope that something can be done. He has convened a meeting of Chief Ministers in Andhra Pradesh. We expected that a package would be announced on that day itself. I do not know why it was withheld. Sir, please, see that some assistance is given to the family members of those who have committed suicides and to the people who are in distress. Though there is a moratorium in Andhra Pradesh -- I don't know, as of know, if it exists or lapsed -- but private moneylenders are pressing farmers to pay back their money.

In view of all these problems and in the regime of WTO, our farmers do not have a level playing field. We have not provided them with the information; we have not equipped them very well; and we have not given them required subsidy to compete with their counterparts in the rest of the world. Sir, to encourage the farming community, you have to come out with a package.

Sir, when more than 70-80 per cent of the population is dependent on agriculture, why are we neglecting the agriculture sector? Sir, even in the earlier part of the session, we have demanded that there should be a special Budget for the agriculture itself. (Time-bell) When we compared it with the Railways, the argument given was that it was self-generating and agriculture was only investment. Sir, they are giving a lot of income to the Government, a lot of revenue to the Government, but we are neglecting the agriculture sector. Sir, everybody says that he comes from agriculture family and that he has agriculture background. I don't know what has happened to the people who are at the helm of affairs, who are not at all coming forward to help the farming community.

Sir, once again, through you, I request the hon. Minister, in whom we have a lot of confidence, to come out with a package to save the farming community and help the farmers who are in real distress and to see that the package announced by the Prime Minister earlier during his visit to Andhra Pradesh is implemented. As far as import of wheat is concerned, it is detrimental to the interests of Indian farming community. Please, see that the order is withdrawn. Don't place further orders for the import of wheat. It will act against the interests of Indian farmers. With these words, I thank you, Sir, for having given me this opportunity.
